On June 17, 2021, the International Labour Conference adopted the Global Call to Action for a Human-Centred Recovery in addressing growing inequalities caused by the COVID-19 crisis. The Call to Action is grounded in the ILO’s Centenary Declaration for the Future of Work’, adopted at the 2019 ILC and its human-centred approach*. 

The COVID-19 crisis has had a majour influence on all workers and employers, but its impact has varied across industry sectors, to the extent that it has threatened people's long-term livelihoods, and there are concerns about deepening inequality.　“Reskilling / Upskilling”, in which people acquire, update and improve their skills, is important for getting new jobs and adapting to a rapidly changing work environment.  In addition, the process of learning to acquire skills leads to sustainable recovery through the joy of learning and connections between people, which strengthens social solidarity and trust.

The second segment of the ILC, to be held from 25 November to 11 December, will discuss the issue of inequality and the world of work, as well as skills and lifelong learning.  In this symposium, we will discuss the global calling for public and private investment in skills development and lifelong learning, seeing the acquisition and improvement of skills not only as a way to avoid being left behind in the competition, but also as critical to a sustainable, human-centered recovery.

*The human-centred approach to the future of work, which puts workers’ rights and the needs, aspirations and rights of all people at the heart of economic, social and environmental policies.
