  • Background.
The RSCA programme is a partnership between EU, the ILO and the Organisation for Economic Co-operation and Development (OECD), funded by the EU. This programme aims at advancing sustainable and inclusive growth by encouraging businesses to adopt policies and practices in the areas of human and labour rights and environmental protection standards in line with international instruments, such as the ILO Tripartite Declaration concerning Multinational Enterprises and Social Policy (“ILO Tripartite Declaration”), the OECD Guidelines for Multinational Enterprises (“OECD MNE Guidelines”) and the UN Guiding Principles on Business and Human Rights. The programme is carried out in collaboration with Japan, China, Myanmar, Philippines, Thailand and Vietnam.

Underlying these activities is a growing international expectation for multinational corporations regarding responsible corporate behaviour in the supply chains. In Japan, the National Action Plan on Business and Human Rights (NAP) was released in October 2020, which aims to contribute to the protection and respect for human rights in the international community by promoting responsible business conduct at home and abroad. The dissemination of good practices is key to advancing initiatives stipulated in the NAP. Furthermore, the impact of the recent COVID-19 pandemic on labour practices in the supply chain also needs close attention.
