Analysis of the short-term demand for the skilled labor force in Djalal-Abad oblast of the Kyrgyz Republic

In 2019, the “Applying the G20 Training Strategy: A partnership of the ILO and the Russian Federation” (Phase 2) Project (G20TS), assisted the Government of the Kyrgyz Republic to develop and pilot a methodology for the analysis of the short-term demand for the skilled labour force. The methodology enabled national stakeholders to improve the planning of TVET enrolment in the Chuy and Jalal-Abad oblasts.

Bishkek, Kyrgyzstan - In 2019, the “Applying the G20 Training Strategy: A partnership of the ILO and the Russian Federation” (Phase 2) Project (G20TS), assisted the Government of the Kyrgyz Republic (MOLSD, MOES and the Agency for Primary Vocational Education, among other national stakeholders) to develop and pilot a methodology for the analysis of the short-term demand for the skilled labour force. The methodology enabled national stakeholders to improve the planning of TVET enrolment in one of the regions of the Kyrgyz Republic –the Chuy oblast.

The results of the analysis and TVET enrolment recommendations for Chuy oblast were published and presented at a sub-regional workshop conducted in October 2019 in Bishkek. During the event, the methodology and analysis received positive feedback from National Stakeholders. Considering the positive results obtained, which are strongly supported by government agencies and the professional community, partners requested the Project to implement similar analysis in all regions of the Kyrgyz Republic, the request was endorsed by the Deputy Prime Minister of the Kyrgyz Republic.

In response to the above request, and considering the limited available financial resources, In January 2020 the G20TS Project proceeded with the implementation of a replication pilot in one additional region - Jalal-Abad.

Considering the positive results of the pilot in the Chui region, the government recommended approving the proposed Methodology by a Decree for national dissemination starting in 2021-2022. In July 2020, the Ministry of labor and social development of the Kyrgyz Republic submitted the draft Government Decree along with Methodology to state ministries and agencies for review (once agreed, the Government Decree will be issued).

The application of this innovative methodology will have essential implications in the whole system of data collection which concerns the demand and supply of skilled labour force, including approaches to regular statistical reporting, calculation of employment data by economic sector and occupation, registration of job seekers in employment offices and the reconfiguration of data on the labour market status of TVET graduates.
