Applying the G20 Training Strategy in Kyrgyzstan (Phase 2)

Policy makers and experts in Kyrgyzstan to increase knowledge in TVET strategies - Project Pilot

June 2018 - Bishkek, Kyrgyz Republic: The Kyrgyz Republic expressed interest to participate in the pilot initiative that aims to develop practical capabilities of the national policy makers and experts in the field of skills development. The decision was taken following the sub-regional training workshop entitled “Alignment of strategic objectives and performance indicators for skills development to the international Human Resource Development (HRD) policy recommendations and experience of G20 countries”, conducted by the G20TS Project (/g20ts) on 27-28 March 2018 in Moscow, Russian Federation.

The Pilot is being implemented by an Inter-agency technical working group established by the Ministry of Education and Science. The Group has analysed the Technical and Vocational Education and Training (TVET) strategic planning approaches already being applied in developed countries and selected among these the ones that most correspond to the priorities of the Kyrgyz Republic. The results of the analysis may be applied in the country, with due regard to the national labour market conditions and the country’s employment development objectives.

Representatives of different agencies jointly discussed, agreed and developed draft TVET strategic plan for next planning period linking it to the situation in the labour market, as well as in the employment, economy and other areas. So far under the Pilot initiative interagency group has identified strategic planning areas and examined the globally applied indicators which enable to measure the selected areas. The Group also reformulated and proposed new performance indicators.

The next step of the Pilot initiative will be to find out whether the baseline data for 2017 by indicators are available in the country – in the National Statistics Committee, Ministry of Education and Science and the Agency for Primary Vocational Education. For indicators that are not supported by the national statistics, the Project will help to collect and process data. The baseline figures will be then included in the draft TVET strategic plan, which, in turn, may be used as a basis for medium-term implementation plan under a new education development strategy of the Kyrgyz Republic.

It is expected that during this pilot project, the ILO constituents and other stakeholders in Kyrgyzstan will improve their practical capabilities in the TVET strategic planning, and will learn in more detail the HRD best practices applied in the developed G20 countries.
