Armenia launches pilot on: Strategic planning of skills development

The Applying the G20 Training Strategy: A Partnership of the ILO and the Russian Federation (Phase 2) Project in Armenia brings together government officials, ILO constituents, social partners, Technical Vocational Education and Training (TVET) providers and business community to align the National Skills Development Strategy and performance indicators with the requirements of international Human Resource Development (HRD) policy recommendations and experience.

23 August 2018 (ILO News) The Pilot was launched on 23 August, 2019 in Yerevan during a first meeting of the inter-agency technical working group (TWG) representing government officials of the Republic of Armenia (RA) Ministry of Education and Science, Ministry of Economic Development and Investments, the ILO constituents, the State Employment Service, RA Statistical Committee, National Center for VET Development, the National Training Fund, as well as TVET providers and the Armenian Chamber of Commerce and Industry. The inter-agency TWG was established by Decree of the RA Minister of Education and Science on 22 August , 2018 and is called to align strategic objectives and performance indicators for Skills Development with requirements of G20 Training Strategy, international HRD policy instruments, and the UN 2030 Sustainable Development Goals.

The Pilot builds on the development of social partnerships, since it is in the best position to address the challenges of Skills Development and the need to align strategic objectives and performance indicators of TVET with international Human Resource Development (HRD) policy recommendations.

The RA Ministry of Education and Science hosted the first meeting of the inter-agency TWG. Mr. Hovhannisyan, RA Deputy Minister of Education and Science, in his opening remarks stressed “the need to strongly link VET strategic planning to labor force development”. He attached great importance of strengthening the social dialogue in the country and of establishing a constructive partnerships among concerned stakeholders to unfold the full potential of the Armenian Skills Development system.

The ILO presented the previously agreed Pilot concept and suggested the Pilot implementation timeline.The TWG members also discussed the group’s internal timeline for strategic planning of Skills Development and after exchange of diverse views and perspectives, the participants agreed to a 5-year planning period. The above will be based on the assumption that a newly developed TVET Strategy covering the period: 2018-2022,as well as new Employment Strategy will be introduced by the end of 2018, and that these documents will also envisage a period of 5 years.

By the end of the TWG first meeting the Pilot Concept Note together with the Implementation timeline were agreed and approved. A second meeting of the TWG is scheduled for the next month with the purpose of identifying, presenting and discussing strategic objectives and corresponding indicators of the Skills Development system in Armenia.
