Applying the G20 Training Strategy (Phase 2)

Armenia, Kyrgyzstan, Tajikistan and the Russian Federation strengthen their capabilities in formulation of strategic objectives and indicators of Skills Development

The Russian Federation under the umbrella of the project ‘Applying the G20 Training Strategy: A partnership of the ILO and the Russian Federation’ hosted a sub-regional workshop on the ‘Alignment of strategic objectives and performance indicators for Skills Development to the international HRD policy recommendations and experience of G20 countries’ with participation of representatives from 35 organizations from Armenia, Kyrgyzstan, Tajikistan and six regions of the Russian Federation and with participation of experts from the World Bank and UNESCO-UNEVOC.

A two-day sub-regional workshop on the ‘Alignment of strategic objectives and performance indicators for Skills Development to the international HRD policy recommendations and experience of G20 countries’ was hosted by the Russian Federation on 27-28 March in Moscow under the umbrella of the project ‘Applying the G20 Training Strategy: A partnership of the ILO and the Russian Federation’.

The workshop was attended by policy makers and experts from government bodies, education and training agencies, and representatives of employers’ and workers’ organizations of selected countries-beneficiaries of the Project: Armenia, Kyrgyzstan, Tajikistan and the Russian Federation. The workshop was also honoured with the participation of senior officials, including at the deputy minister level, from six regions of the Russian Federation – Arkhangelsk, Republic of Bashkortostan, Krasnoyarsk, Khabarovsk, Republic of Sakha (Yakutia), and Republic of Tatarstan – who made presentations on practical details of strategic planning of Vocational Education and Training (VET) in their regions covering the investment project-based and regional demand-based workforce development. A total of 35 organizations were represented in the event.

Representatives of the ILO DWT/CO Moscow, the Russian Federation’s Ministry of Education and Science, Ministry of Labour and Social Protection, Federation of Independent Trade Unions of Russia, and the Russian Union of Industrialists and Entrepreneurs welcomed the participants and noted the timeliness of implementation of the Project activities. “We have similar Skills Development systems and it is important to share knowledge and approaches to overcome challenges towards achieving our countries’ economic growth objectives” pointed out Olga Zabelina, Head of laboratory on strategic research on social and labour relations of the All-Russia Labour Research Institute under Ministry of Labour and Social Protection of the Russian Federation.

The workshop was preceded by national consultations on the difficult matter of national strategic planning of Skills Development, drafting national stock-taking reports, conducting national round-table meetings where such reports were presented and a number of initial recommendations produced. During the workshop some 60 representatives of the ILO constituents and other Project stakeholders engaged in team-based technical discussions and advanced their knowledge of the requirements of international HRD policy instruments involving conventions and recommendations of the ILO and UNESCO, UN SDG2030, EU, OECD, as well as of the international practice of strategic planning and performance monitoring of VET.

The technical report drafted by the Project served as the conceptual basis of the workshop discussion. The fundamentals of the technical report, as well as the need to establish linkages between strategic planning of VET and the indicators of the levels and quality of employment were highlighted and presented by Dr. Vladimir Gasskov, international consultant of the Project.

During the workshop participants made efforts to agree on interpretation of the key definitions arising from the HRD conventions and recommendations including “relevance of VET delivery to the personal education and employment interests of users”, “relevance of VET to the labour market needs”, “quality of training”, etc. Considerable progress was made towards developing a consensus between the governments, employers and workers from countries-beneficiaries on the pressing need to reform national strategic plans of Skills Development and to align them to the national and regional employment objectives. Participants discussed the nine broad areas of VET strategic planning identified in the Project technical report and examined and prioritised their applicability to their national circumstances. Further, the participants examined some 60 planning and performance monitoring indicators covering both the skills training and the quality of employment.

The workshop resulted in a considerable advancement of capabilities of the participants to discuss and participate in the strategic planning of VET bearing in mind the broad areas of strategic targeting and the need to apply relevant indicators. The above will help to reduce the gap between the countries-beneficiaries and the G20 countries in applying the G20 Training Strategy proposed by the ILO in 2010. As a follow-up activity the Project will work on the implementation of a pilot to align national strategic objectives and indicators of Skills Development with international requirements.

Through sharing experience on strategic planning, indicators and demand analysis the participants were pleased with the opportunity to grasp and compare approaches and tools used, strengthen their skills and knowledge on formulation and interpretation of international Skills Development objectives and indicators to further promote Decent Work for all women and men. “I would like to express my gratitude to the Ministry of Finance of the Russian Federation and the ILO for offering our countries such an important and timely learning opportunity.
