| Social Security: Subregional Conferences |
In the framework of French-funded project "Empowering National Pension Scheme Constituents in South Eastern Europe", ILO conducted a National Tripartite Workshop on the Feasibility of the Mixed Pension System in Moldova on 14-15 July 2008 in Chisinau.
The two-day Workshop was attended by the representatives of the Ministry of Social Protection, Family and Child, Ministry of Economy and Trade, Ministry of Finance, National Office for Social Insurance (NOSI) as well as social partners, including National Confederation of Employers and National Confereration of Trade Unions.
The Workshop discussed current and future issues relating to social security system, in particular pension system in Moldova in the light of demographic and economic challenges facing the country. The ILO experts presented experiences of pension reform in Central and Eastern European countries. Representatives of the social partners shared their respective views regarding the social security reform.
The Workshop adoped a suggestion that a tripartite working group should be established to conduct comprehensive analysis of the current social security system and develop policy options for wide consultation.
A national tripartite conference aimed to discuss the ratification by Ukraine of the European Code of Social Security and ILO Convention No. 102 was held on 1 July 2008 in Kyev, Ukraine. The Conference was co-organized by the ILO, Ministry of Labour and Social Policy of Ukraine, ILO and Council of Europe. The objectives of the conference were to:
i) build tripartite consensus on ratification of the European Code of Social Security and ILO Convention No. 102 concerning Minimum Standards of Social Security, 1952 ;
ii) present joint ILO/COE/MOLSP publication "Ukraine: European and International Standards on Social Security: Comparative Analysis "; and,
iii) give a comparative analysis and the recommendations to the government on the ratification of some provision of the European Code of Social Security and of the ILO's Convention No. 102 concerning Minimum Standards of Social Security.
The Conference saw the participation of tripartite partners, including the Minister of Labour and Social Policy of Ukraine, Ms. Lyudmyla Denisova. The participants agreed that the government would have developed a road-map setting out the steps and timeframe for the ratification of these two international instruments.

Seminar with the Tripartite Governing Board of the Moldovan National Office of Social Insurance

The purpose of the seminar is to plan activities under the new ILO social security project, Empowering Pension Constituents in South Eastern Europe, financed by the Government of France. The project is making use of the ILO Social Security Governance Handbook, which assists social partners in playing a strong role in social security governance.

Strengthening the Governance of Social Security Institutions: A Workshop for Trade Unionists

The training was sponsored jointly by the International Training Centre of the ILO, ACTRAV, and the ILO Budapest Office. It was intended strengthen the capacity of trade unions to participate effectively in social security governance and policy making. Using ILO Budapest studies, it focused heavily on the building blocks of good governance, including transparency, democratic decision making, effective communication strategy, fiduciary duties, record keeping, and a number of other issues. In terms of policy making, it focused on the pros and conss of scaling down existing social insurance funds in favor of individual savings, versus strengthening existing public schemes and supplementing them with new options for voluntary private savings. The course aimed to share the experience of Central and Eastern European countries with trade unionists from CIS countries, especially highlighting the issues and problems that CEE trade unions faced during pension reform and their strategies for dealing with them.

Tripartite Seminar on Social Security Spending in the Stability Pact Countries of South Eastern Europe

Based on a Social Security Inquiry carried out in SE Europe in 2005, the seminar will provide participants with a comparative regional overview of social security spending. This will enable them to compare the Stability Pact countries in terms of the scope of social security coverage, benefit levels, contribution rates, and spending as a percentage of GDP. In addition, it will identify weaknesses in statistical data which impede social security policy making and measures for addressing these.
National Tripartite Seminar on the Establishment of a Demographic Reserve Fund for the National Pension Scheme
