Overview





















The central focus of ILO SRO-Budapest activities in the field of social protection is formulated in ILO Strategic Objective No. 3: Enhancing the coverage and effectiveness of social protection for all.


To help achieve this objective, the social protection sector in ILO SRO-Budapest has the responsibility of leading actions in:
  • Social security, through broadening the scope and instruments of social security schemes, improving and diversifying benefits, strengthening governance and management, and developing policies to combat adverse effects on social and economic security

  • Occupational safety and health, through intensifying awareness of the dimensions and consequences of work-related accidents and diseases, and enhancing the capacity of member states and social partners to implement effective preventive and protective policies and programmes, with special attention to the most hazardous conditions at the workplace

The ILO's commitment to enhancing the coverage and effectiveness of social protection for all is of long standing. The Preamble to the ILO Constitution (1919) recognizes the need to ensure that all workers have access to an adequate level of social protection, based on the notion that "the failure of any nation to adopt humane conditions of labour is an obstacle in the way of other nations which desire to improve the conditions of their own countries."

This need is also recognized in the Declaration of Philadelphia (1944), which holds that "poverty anywhere constitutes a danger to prosperity everywhere." The ILO Conventions on Social Security and Occupational Safety and Health serve as instruments for achieving these goals by providing benchmarks for structuring national social protection systems and assessing their adequacy.
