"Self-employment promotion is an important component of the ILO's work on employment policy, and human resources development and training. In particular, the Human Resources Development Recommendation (R195), 2004, calls for international cooperation to develop young people's entrepreneurial skills through education, training and lifelong learning. The ILO has been prompted by its member States to develop tools for the promotion of decent work for youth.The aim of the Guides "Biz-up: Self-employment skills for young people" is to raise awareness on the set of skills that are important for self-employment creation, but also for responding to changing labour market demand and for encouraging young people to find new ideas and ways of doing things. These Guides have been designed for the promotion of self-employment through group sessions organized by staff of labour market institutions in charge of employment promotion. They can also be used by employment service advisers while providing counselling services and preparing individual employment plans for young people." The package consists of a guide for facilitators and a toolkit and of a user's guide that can be used to inform the development of similar tools that are crafted according to the specificities of the national context.

The capacity building programme on employment policy priorities for experts of the Ministries of Labour and the Public Employment Service was part of a series of programmes that the ILO is putting in place for strengthening the capacity of labour market institutions to deliver on employment policy in South Eastern Europe.

National Employment Strategy of Moldova for 2007-2015   National Employment Strategy of Moldova for 2007-2015

The government of Moldova has adopted in June 2007 the country's first-ever national employment strategy (NES), covering the period 2007-2015. The strategy was developed by the Ministry of Economy and Trade together with a group of national experts and with the support of the International Labour Office (ILO). The various drafts of the strategy were widely discussed among several government institutions and the social partners. This employment policy document is based on the priority recommendations of the Country Review of Employment Policy (CREP) - undertaken in 2006.

According to this recently published ILO report around 2.38 million people with disabilities are of working age in Poland. This means that one in 10 working age individuals has a certified disability. But while their share of the working age population is 10%, their share in employment is only 3.8%. This reflects, among other factors, their lower educational attainments, which, in turn, result from societal and institutional barriers to equal opportunities. But people with disabilities have the right to equal opportunity. According to an ILO expert, Ms. Annie Rice, greater focus should be placed on the inclusion of people with disabilities in mainstream employment.

This study provides a number of conclusions concerning the existing balance between labour market flexibility and employment security in Bulgaria and recommendations for improving such balance.
It first analyses the general demographic and economic development as an environment for employment growth; the existing labour market policies; the legal framework of the employment relationships; and, the links between legislation, labour market policies and social policy.
Secondly, it offers several recommendations for achieving better results such as: labour market flexibility and security of employment and income; the role of workers' and employers' labour market institutions; and the recommended type of labour market regulation.

By its accession to the European Union, Poland has joined the group of the countries with poor employmentof labour resources. Its indicators of unemployment and non-employment rates are among the highest of OECD countries. Since 1998, the Polish economy has suffered a net loss of jobs while the unemployment rate has doubled. Such a dramatic aggravation of the labour market raises questions: To what extent can the fall in employment and the rise in unemployment be related to a deterioration of the economy and to what extent should it be linked to restructuring and adaptation to EU standards? Does the Polish economy suffer more than other countries from institutional barriers that hinder the creation of new jobs and reallocation of workers? What role has social policy played in the process of stimulation of economic activity and labour force mobility? To what extent has social policy favoured social security and counteracted the growth of the army of people loosely associated with employment and th e labour market? 
These are some of the questions the authors answer in this report.

The Hungarian labor market seems to fall close to the extreme of weak job protection and high flexibility rather than the other way around- says new ILO study. Nevertheless since Hungary’s activity ratio is one of the lowest within the OECD, labor market policies to increase the labor force participation are also recommended by the authors of the ILO paper.
