Promoting employment of persons with disabilities on the open labour market: Policy options for Poland (Promocja zatrudnienia osób niepelnosprawnych na otwartym rynku pracy)

According to this recently published ILO report around 2.38 million people with disabilities are of working age in Poland. This means that one in 10 working age individuals has a certified disability. But while their share of the working age population is 10%, their share in employment is only 3.8%. This reflects, among other factors, their lower educational attainments, which, in turn, result from societal and institutional barriers to equal opportunities. But people with disabilities have the right to equal opportunity. According to an ILO expert, Ms. Annie Rice, greater focus should be placed on the inclusion of people with disabilities in mainstream employment.

This new "Tool kit" provides three basic tools for a modern, efficient and effective labour inspection practice. Special attention has been given to the often new and unfamiliar roles of labour inspectors and how they can manage the reform process in a changing political and economic environment - in other words, WHAT and HOW inspectors inspect.
The tools are presented in simple terms, avoid technical language and highlight key points for easy reference. They are sufficiently comprehensive to help inspectors in their day-to-day activities and to motivate managers in labour inspectorates to rethink their roles and adopt more innovative approaches to inspection services. It is hoped that the Policy, Manual and Code of Ethics will become the standard reference tools for labour inspectors and managers at all levels in the labour inspection services in many countries. They will also be invaluable for employers' and workers' organisations and their members who will know what to expect from labour inspectors. |

This volume describes pension reform in the Baltic states during 1989-2004. It traces the initial steps that the three Baltic governments took to restructure their pension systems after regaining independence, the impact of the early shocks of transformation on the schemes, subsequent reforms designed to stabilize financing and bring benefits into closer relation with each worker's past earnings and contributions, and finally, at the turn of the century, the scaling down of the public pension systems in favor of privately-managed individual accounts (pension privatization). The volume includes three detailed national case studies, followed by three short articles comparing the Baltic reforms with each other and with earlier pension reforms in the CEE region.

This volume presents the results of an ILO Social Security Inquiry in the countries of South Eastern Europe, designed to compare their spending levels, the coverage of national populations, the range and level of benefits provided, and available evidence on the effect of social security in reducing inequality and poverty. It was carried out by a team of regional researchers with ILO support, focusing on a single year, 2003. The comparisons it provides can serve as a useful inputs for social security reform deliberations.
