Former Senior Specialist, Social Security
Elaine has been with the ILO since 1995, working in the ILO SRO-Budapest team from 1999 until May 2007. Within ILO SRO-Budapest, Elaine's responsibilities covered the broad area of social security, including pensions, health insurance, employment injury benefits, and short-term benefits for unemployment, maternity, and sickness. Now she is the Director of the ILO SRO-Moscow Office.
Elaine holds a PhD in Public Administration from New York University. Before joining the ILO, she worked for the Social Security Subcommittee of the US House of Representatives. She has published articles on various areas of social security reform, including a paper on the progress of pension reform in CEE countries.
