The International Labour Organization (ILO) and the former Yugoslav Republic of Macedonia will work together to address labour market challenges, with the aim of creating more and better jobs, under a partnership agreement signed on 15 June 2010 in Geneva, Switzerland.

Director of ILO for Europe and Central Asia Ms. Susanne Hoffmann, Director of ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe Mr. Mark Levin and Minister for Labour and Social Policy of the former Yugoslav Republic of Macedonia Mr. Djelal Bajrami signed the Memorandum of Understanding on the Decent Work Country Programme (DWCP) for the period 2010-2013. The programme of cooperation, which promotes decent work as a national priority, was developed through a participatory process with the involvement of the ILO's tripartite constituents, the government, workers' and employers' organizations. » more

0 ILO will support Bulgaria to create jobs on the basis of the Global Jobs Pact

The Bulgarian Ministry of Labour and Social Policy, employers' and workers' organizations and the International Labour Office (ILO) agreed on 25 February 2010 in Sofia, Bulgaria on cooperation to deal with the employment consequences of the economic crisis as a follow-up to the Global Jobs Pact. The Global Jobs Pact, adopted by the International Labour Conference in June 2009 contains a portfolio of policies to promote jobs, protect people and rebalance policies for more sustainable and inclusive growth and a fairer globalization.

The Bulgarian government and social partners have requested the ILO's technical expertise both in the short and medium term to help mitigate the worst effects of the crisis on the labour market.

In the short term, in April 2010, the ILO will support its tripartite constituents to review current crisis response and recovery measures on the basis of the principles and policies of the Global Jobs Pact.

In the medium term the ILO's technical support will be selected from the following areas: vocational education and training policies and measures; pension policy and reform, the strengthening and stabilization of the pensions system and related questions; the informal economy and undeclared work; temporary work, distance (tele-) working and home work; sectoral and local level tripartite cooperation; the application of ratified Conventions by Bulgaria; and other issues identified by the Government and the social partners.

The ILO is also ready to strengthen the capacity of the tripartite partners in the context of the Bulgarian Decent Work Agenda established in 2008 as well as explore the possibilities for increased cooperation with the ILO's International Training Centre in Turin.

The ILO hopes that the process in Bulgaria will lead to a solid national Jobs Pact. The ILO is ready to support the process for such a tripartite agreement based on the principles and elements of the Global Jobs Pact.

ILO, EC to strengthen cooperation on employment, skills development and social dialogue in the Western Balkans, Moldova and Ukraine

ILO SRO-Budapest and the EC's DG Employment and DG Enlargement organized a joint meeting on 27 January 2010 in Budapest to identify opportunities for strengthening cooperation in the Western Balkans, Moldova and Ukraine.

Mr Michael Morass, Acting Head of the International Affairs and Enlargement Unit in the DG Employment, Social Affairs and Equal Opportunities highlighted the importance of the ILO's work to promote active labour market measures and skills development in the sub-region and emphasized the ILO's special expertise in social dialogue. Participants agreed to strengthen the cooperation between the ILO and EC in the fields of employment creation, skills development and social dialogue. They also agreed to enhance the sharing of information, take advantage of the complementarities that exist between the EC and the ILO and seek ways and means to strengthen joint implementation at the country level, both in enlargement and neighbourhood countries.

High-level representatives of the ILO and Bosnia and Herzegovina signed the second Decent Work Country Programme (DWCP) for Bosnia and Herzegovina for the 2008 – 2010 period. The programme of cooperation, which promotes decent work as a national priority, was signed by the Minister of Civil Affairs, Sredoje Novic, and the Director of the ILO Subregional Office for Central and Eastern Europe, Mark Levin. » more

More than 2 million children from some 60 countries took part in the 2009 international letter writing competition for young people organized by the Universal Postal Union (UPU). The theme chosen for this year was “Decent Work”, a notion at the heart of the work of the International Labour Organization (ILO). First prize was awarded to a 14-year-old girl from the Moravian-Silesian Region of the Czech Republic. Regional Perspectives in Central and Eastern Europe


Trafficking in Europe reflect shifts in patterns of economic development and the gradual enlargement of the European Union. For example, some source countries of trafficked persons, such as the Czech Republic and Poland, appear to have become destination countries following EU membership. New EU member states in south-eastern Europe are countries of transit and destination for human trafficking. Several countries in Central and Eastern Europe have recorded a growing number of trafficking victims within their borders. more

ILO marks its 90th anniversary with social dialogue for decent work and a fair globalization in Central and Eastern Europe

BUDAPEST (ILO News) - Amid the worst financial and jobs crisis since the Great Depression, the International Labour Organization (ILO) marked its 90th anniversary in the week of 21-28 April and in May. During this period, there was a global convergence on the common theme of social dialogue for decent work and a fair globalization in commemorative events in more than 100 countries across the world.
President of the Republic of Albania, Mr Bamir Topi In Central and Eastern Europe six high level national conferences were organized in Albania, Bosnia and Herzegovina, Hungary, Moldova, Serbia and Ukraine in April, May and September accompanied by awareness raising campaigns, presentations of ILO publications and exhibitions of the ILO's technical cooperation in Central and Eastern Europe.

Among senior officials attending these events were the President of the Republic of Albania Mr. Bamir Topi, Minister of Civil Affairs of Bosnia and Herzegovina Mr. Sredoje Novic, Minister of Social Affairs and Labour of Hungary Mr László Herzog and the UN Resident Coordinators of these countries. In addition to the ILO's tripartite constituents - governments, workers and employers – participants included parliamentarians, UN country team members, academics, representatives of NGOs, and the general public. These events also provided national and regional platforms for highlighting the role the ILO has played in transition in Central and Eastern Europe and in addressing key contemporary issues.

Amid growing concern over the impact of the growing economic crisis on workers, employers and governments, the Governing Body of the International Labour Office (ILO) identified a number of measures in November 2008 that would be necessary to "address the impact of the crisis on the real economy to protect people, support productive enterprises and safeguard jobs." To help its member states to mitigate the worst effects of the crisis, the ILO conducted an advisory mission on 20-22 January, 2009 to Ukraine, whose economy has been severely hit by the crisis. Government officials, representatives of trade unions and employers organizations discussed how to forge employment and social policy responses through social dialogue and how to maximize the employment content of recovery measures.

Mr Anastas Duro, Minister of Labour, Social Affairs and Equal Opportunities of Albania, visited ILO SRO-Budapest together with a delegation of high-ranking officials to review the successful cooperation in recent years between the ILO and Albania, and to discuss future priorities. These include social dialogue and tripartism, employment promotion, and migration and remittances. The Minister of Labour offered the active collaboration of the government to effectively implement the Decent Work Country Programme for Albania 2008-2010.

ILO, Moldova to promote Decent Work
CHISINAU, Moldova (ILO news) - The International Labour Organization (ILO) and the Republic of Moldova will work together to address labour market challenges and create more and better jobs, under a new partnership agreement announced here on 10th December 2008.

The ILO, the Ministry of Economy and Trade of Moldova and the organizations representing employers and workers in Moldova launched the new "Decent Work Country Programme" (DWCP) for Moldova covering the 2008 - 2011 period in the presence of the country's UN Resident Coordinator. The agreement, which promotes decent work as a key to national development, is based on the previous successful cooperation between the ILO and Moldova. more

ILO, Serbia to promote Decent Work
BELGRADE (ILO news) - The International Labour Organization (ILO) and the Republic of Serbia will work together to address labour market challenges, with the aim of creating more and better jobs, under a partnership agreement signed on 4th December 2008 in Belgrade, Serbia.

High-level representatives of the ILO and Serbian Government signed the first "Decent Work Country Programme" (DWCP) for Serbia for the 2008 - 2011 period, promoting decent work as a national development priority. The Programme of Cooperation was signed by the Deputy Prime Minister and Minister of Economy and Regional Development Mladjan Dinkic, the Minister of Labour and Social Policy Rasim Ljajic, Director of the ILO Subregional Office for Central and Eastern Europe Mark Levin in the presence of representatives of employers' and workers' organizations. more

New Decent Work Country Programme for Albania to promote balanced social and economic development
BUDAPEST (ILO news) - The International Labour Organization (ILO), the Ministry of Labour, Social Affairs and Equal Opportunities of the Republic of Albania and the organizations representing employers and workers in Albania announced a new partnership on 24 September 2008 in Tirana, Albania.

The Albanian "Decent Work Country Programme (DWCP) 2008 - 2010" which was launched in the presence of the UN Resident Coordinator for Albania promotes decent work as a key to development.

The Programme concentrates on three priorities: strengthening the capacity of government institutions and the social partners to improve the governance of the labour market; supporting government action to reduce the informal economy; and improving the coverage of the social protection system. » more

The ILO closed its offices in Romania and Bulgaria on 31 August 2008 as these countries reached the level in their social and economic developement necessary to join the European Union on 1 January 2007. Nevertheless the ILO will continue to assist them to reach their development goals under the auspices of a new framework of cooperation, called a 'Decent Work Country Agenda' (see below). These were discussed with the representatives of the governments as well as employers' and workers' organizations in Bulgaria and Romania during July 2008.

We would like to thank Ms Plamenka Markova and Ms Christina Mihes, National Coordinators of Bulgaria and Romania respectively for their excellent work and valuable contribution to the successful cooperation between the ILO and these new EU member states.

To help other countries in their European integration the ILO will move its resources to Serbia, where a new ILO office was opened in February 2008, and to the Former Yugoslav Republic of Macedonia where a new ILO office will be opened toward the end of this year.

New framework of cooperation between the ILO and Romania
BUCHAREST (ILO News) - The ILO and the Romanian Ministry of Labour, Equal Opportunities and Family along with the social partners discussed a new cooperation framework called "Decent Work Country Agenda between Romania and the International Labour Organisation for 2008-2009" on 8 July 2008, in Bucharest, Romania. Following the discussion an exchange of letters was entered into agreeing the approach adopted. » more

The participants discussed the ratification of the International Labour Conventions and the situation of the Czech Republic, the key issues at stake of labour law in the new EU member states (regulation of employment relationship, respect of labour rights by some multinational companies operating in Central Eastern European countries etc.), social dialogue, privatisation and the Czech experience. Questions concerned the legality of work of prisoners and pension reform experiences in Central Eastern Europe, especially Hungary.


ILO, UN deliver as one in Albania: A package for social and economic progress

Signing ceremony The Albanian pilot of the One UN Programme will make use of the experiences of the International Labour Organization (ILO) gained in the field. As the only tripartite organisation within the United Nations system, the ILO plays a key role in involving social partners in the recently launched UN reform process.

The Albanian government and the UN signed the One UN Programme on October 24, 2007. The goal of this action plan is to enhance development results and impact by bringing together the comparative advantages of the UN system within a single programme in order to align and support the European integration and development goals of Albania, and to complement the assistance provided by other development partners. It combines and synthesizes the work of twelve UN organisations and funds. » more
