The
first strategic objective of the ILO remains the development
of international labour standards and their effective application.
This includes:
I. The Declaration of Fundamental Principles and Rights at Work, and its follow-up. Adopted in 1998, the Declaration reaffirms the commitment of the international community to "respect, to promote and to realize in good faith" four principles recognized in the eight fundamental ILO Conventions:
- The right of workers and employers to freedom of association and the effective recognition of the right to collective bargaining (Conventions 87 and 98)
- The elimination of all forms of forced or compulsory labour (Conventions 29 and 105)
- The effective abolition of child labour (Conventions 138 and 182)
- The elimination of discrimination in respect of employment and occupation (Conventions 100 and 111)
II. International labour standards taking the form of Conventions - which are international treaties - and Recommendations. Over 180 Conventions have been adopted since 1919. Among them, 70 Conventions are promoted on a priority basis. The application of international labour standards is monitored by several ILO supervisory bodies, in particular, the Committee on Freedom of Asssociation and the Committee of Experts on the Application of Conventions and Recommendations.
III. The progressive elimination of child labour. The Minimum Age Convention (no. 138) remains the fundamental international standard with a view to achieving the total abolition of child labour. It has been supplemented by the adoption in 1999 of Convention No. 182, which requires immediate action for the elimination of the worst forms of child labour. The International Programme on the Elimination of Child Labour (IPEC) promotes its objectives through technical cooperation programmes and projects.

A package for social and economic progress
The Albanian pilot of the One UN Programme will make use of the experiences of the International Labour Organization (ILO) gained in the field. As the only tripartite organisation within the United Nations system, the ILO plays a key role in involving social partners in the recently launched UN reform process.
