Sub-regional Tripartite Roundtable on "Lessons learnt in labour force restructuring: process and measures to be put in place for socially responsible restructuring"

The event is organized in the framework of the ILO project funded by the Czech government on „Socially responsible restructuring via social dialogue and social finance in Serbia: Putting in practice policy recommendations: the Serbian Railways".
The objective of the round table discussion is to share the lessons learnt of the project aimed at the Serbian Railways with social partners, and to enlarge the knowledge base of the social partners regarding the experience of labour force restructuring. The round table also aims at sharing experience regarding the support provided to the workers made redundant through a series of case studies in other sectors in Serbia, and in selected countries of the region. These case studies will be presented during the roundtable and will be the basis for the elaboration of guidelines and recommendations on labour force restructuring.
The "Danas" daily newspaper in Serbia is going to organize a round table discussion on Corporate Social Responsibility and the Employment of Persons with Disabilities, and invited the ILO to participate in the panel discussion on "Employment of Persons with Disabilities: positive examples and real problems - presentation of practical examples".

TIRANA - 24 July 2008 - A $3.3 million UN joint programme on Youth Employment and Migration was signed on 24 July in Tirana, Albania by the Albanian Minister of Labour, Social Affairs and Equal Opportunities, the Albanian Minister of Foreign Affairs and representatives from the ILO as the lead agency, IOM, UNDP/UNV and UNICEF. This joint programme aims to provide more employment opportunities for young people through a better alignment of national strategies on youth, employment and migration. It will pilot projects that target informal young workers exposed to migration in the less-developed Albanian regions of Shkodra and Kukes.
“This is the first Joint Programme Document on Youth Employment and Migration that was signed worldwide as part of the Millenium Development Goals Achievement Fund. We are quite honoured that the ILO will lead this Programme in the only ONE UN pilot country for Europe.” - said Mr Gianni Rosas, the ILO programme manager.
The joint programme on Youth Employment and Migration is one of the three new programmes launched on 24 July under the “Delivering as One UN” pilot in Albania. The three programmes are funded through the UNDP Spain Millennium Development Goals (MDG) Achievement Fund. The Prime Minister of the Republic of Albania, the United Nations Resident Coordinator and the Ambassador of Spain in Albania presided over the launching of the MDG Programmes.

Ministers of Labour and Social Affairs of EU and Western Balkan countries discussed decent work for young people in the Western Balkans at the International Labour Conference (Geneva, 12 June 2008)
Ministers in charge of employment from EU countries (Czech Republic, Germany, France, Portugal and Slovenia) and from the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro and Serbia, as well as representatives of Kosovo1 ) discussed how to tackle the youth employment challenge in the labour markets of the Western Balkans. The Meeting was chaired by Ms. Marjeta Cotman, Minister of Labour, Family and Social Affairs of Slovenia. The latter country held the European Union's Presidency. The Commissioner for Employment, Social Affairs and Equal Opportunities, Mr. Vladimir Spidla and the Director-General of the ILO, Mr. Juan Somavia also attended the event.

The participants discussed the situation of young people in the labour markets of the Western Balkan countries. In many of these countries, the youth unemployment rates are well above 50 per cent and are amongst the highest in the world. These alarmingly high rates are compounded by the increasing numbers of young men and women who are trapped in the informal economy or in precarious work. Over 40 per cent of young workers are in temporary jobs, while approximately 44 per cent are estimated to be engaged in informal employment with no employment contract or social security coverage.
The government delegations and the regional representatives of employers’ and workers’ organizations shared national experience and good practice, as well as identified priority areas for future action.

Despite increased economic growth, the inability of economies to create enough decent and productive jobs is hitting youth especially hard, experts from Albania, Bosnia and Herzegovina, Croatia, the FYR of Macedonia, Montenegro, Serbia and Slovenia concluded at a meeting in Ljubljana on 6 and 7 December.
The “Subregional Tripartite Meeting of Experts on Decent Employment for Young people” was organised by the Ministry of Labour, Family and Social Affairs of Slovenia and the International Labour Office (ILO) to discuss how economic growth can be accompanied by the creation of decent employment for young people. more

High-level government, employers' and workers' representatives from nine South Eastern European countries adopted an agreement, the “Montenegro conclusions”, on 26 October that puts employment at the heart of economic and social policies.

National Employment Strategy adopted in Moldova
The government of Moldova has adopted in June 2007 the country's first-ever national employment strategy (NES), covering the period 2007-2015. The strategy was developed
by the Ministry of Economy and Trade together with a group of national experts and with the support of the International Labour Office (ILO). The various drafts of the strategy were widely discussed among several government institutions and the social partners. This employment policy document is based on the priority recommendations of the Country Review of Employment Policy (CREP) - undertaken in 2006.

Employment Policy Coordination in South-Eastern Europe ("Bucharest Process"): 5th Meeting of the Permanent High-Level Committee (PHLC) in Skopje addressed consequences from the transformation of the Stability Pact.
On 4-5 December 2006, the PHLC supervising the "Bucharest Process" held its 5th meeting in Skopje (FYR of Macedonia) to adopt the Country Reviews of Employment Policy (CREP) of now Macedonia and Montenegro (those on Albania, Croatia, Moldova and Serbia have been adopted during the previous sessions) and to have a first discussion of the consequences of the forthcoming transition of the Stability Pact into the new "Regional Cooperation Council".
The high-level representatives of the Ministers of Labour and of the Public Employment Services of Albania, Bosnia-Herzegovina, Bulgaria, Crotia, the FYR of Macedonia, Moldova, Montenegro, Romania and Serbia regard the "Bucharest Process" as a successful test case for the regional ownership principle of the future Regional Cooperation Council. Observers from UNMIK (Kosovo), the European Commission and the European social partners also attended the PHLC meeting.
They also agreed that towards the end of 2007, after the adoption of the CREP for Bosnia-Herzegovina during the 6th session of the PHLC in autumn, the Employment Ministers of South-East Europe will meet again (date and venue to be decided) to give new directions to the work of the "Bucharest Process".

The overall objective of the tripartite seminar will be to define follow-up activities within the Flexicurity project launched in Bulgaria, Croatia, Hungary, Poland and Lithuania in 2003. This includes national studies prepared by national experts and national tripartite seminars in each of the countries.
This seminar is organized for high-level representatives of the Ministry of Labour/Employment and the social partners with a key role in labour market development. Its aim is to discuss the latest developments and measures taken in these countries regarding the balance between flexibility and security on the labour market.
