In the framework of French-funded project "Empowering National Pension Scheme Constituents in South Eastern Europe", ILO conducted a National Tripartite Workshop on the Feasibility of the Mixed Pension System in Moldova on 14-15 July 2008 in Chisinau.
The two-day Workshop was attended by the representatives of the Ministry of Social Protection, Family and Child, Ministry of Economy and Trade, Ministry of Finance, National Office for Social Insurance (NOSI) as well as social partners, including National Confederation of Employers and National Confereration of Trade Unions.
The Workshop discussed current and future issues relating to social security system, in particular pension system in Moldova in the light of demographic and economic challenges facing the country. The ILO experts presented experiences of pension reform in Central and Eastern European countries. Representatives of the social partners shared their respective views regarding the social security reform. » more
A national tripartite conference aimed to discuss the ratification by Ukraine of the European Code of Social Security and ILO Convention No. 102 was held on 1 July 2008 in Kyev, Ukraine. The Conference was co-organized by the ILO, Ministry of Labour and Social Policy of Ukraine, ILO and Council of Europe. The objectives of the conference were to:
i) build tripartite consensus on ratification of the European Code of Social Security and ILO Convention No. 102 concerning Minimum Standards of Social Security, 1952 ;
ii) present joint ILO/COE/MOLSP publication "Ukraine: European and International Standards on Social Security: Comparative Analysis "; and,
iii) give a comparative analysis and the recommendations to the government on the ratification of some provision of the European Code of Social Security and of the ILO’s Convention No. 102 concerning Minimum Standards of Social Security.
The Conference saw the participation of tripartite partners, including the Minister of Labour and Social Policy of Ukraine, Ms. Lyudmyla Denisova. The participants agreed that the government would have developed a road-map setting out the steps and timeframe for the ratification of these two international instruments.
Ministers of Labour and Social Affairs of EU and Western Balkan countries discussed decent work for young people in the Western Balkans at the International Labour Conference (Geneva, 12 June 2008)
Ministers in charge of employment from EU countries (Czech Republic, Germany, France, Portugal and Slovenia) and from the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro and Serbia, as well as representatives of Kosovo1 ) discussed how to tackle the youth employment challenge in the labour markets of the Western Balkans. The Meeting was chaired by Ms. Marjeta Cotman, Minister of Labour, Family and Social Affairs of Slovenia. The latter country held the European Union’s Presidency. The Commissioner for Employment, Social Affairs and Equal Opportunities, Mr. Vladimir Spidla and the Director-General of the ILO, Mr. Juan Somavia also attended the event.

President of Slovenia addresses annual ILO Conference - Calls for worldwide implementation of decent work
GENEVA, 2 June 2008 (ILO News) -The President of the Republic of Slovenia, which holds the rotating presidency of the European Union (EU), today expressed support for the Decent Work Agenda of the International Labour Organization (ILO) and called for its worldwide implementation.
In an address to the annual International Labour Conference of the ILO, H.E. President Danilo Türk, the first sitting president of the EU to address the ILC, said the Decent Work Agenda for creation of employment opportunities, implementation of basic labour standards, social protection and social dialogue are “objectives of global importance.”

Flexicurity. A relevant approach in Central and Eastern Europe

The new ILO study says that economic growth has accelerated in Central and South Eastern Europe after 2000, but it has not adequately translated into employment creation. The positive economic trend also coincided with a relative worsening of youth unemployment and decreasing protection at the workplace. The study argues that an approach combining flexibility and security is the most relevant for the region and suggests appropriate reforms of economic, labour market and social policies.
