PROMOTING YOUTH EMPLOYMENT IN THE PHILIPPINES: POLICY AND ACTION

The Canadian International Development Agency (CIDA) has made available to the ILO grant funding in the amount of CND$ 1,200,000 (approximately USD 990,000) for a new project to promote youth employment in the Philippines through policy and action. The Grant Arrangement between the ILO and CIDA was signed on 21 March 2005.

The project aims to facilitating employment opportunities for young women and men in the formal economy and to reducing the decent work deficits for young people in the informal economy. Its expected outcomes include:

  • Enhanced national policies that respond to the labour market problems of young Filipinos in a more effective and coherent way. This will include the development of a national framework for youth employment policy and advocacy to project youth employment as a major national development question;
  • Well-articulated institutional frameworks to deal with youth employment issues, encompassing both public and private actors;
  • Strengthened provision of employment-related services to young people through local demonstration programmes that can be replicated by major service providers; and
  • An enhanced knowledge base on youth employment for policy development and implementation in the Philippines; encompassing greater knowledge on key indicators, determinants and characteristics of youth employment, unemployment and underemployment
The project will be managed by the ILO Subregional Office for South East Asia and the Pacific based in Manila. It will link to the Youth Employment Network - a joint initiative by the ILO, the United Nations and the World Bank. Ultimately, it will contribute to achieving the Millenium Development Goal "to develop and implement strategies that give young people everywhere a real chance to find decent and productive work."
