Co-Operation in Sri Lanka

Repatriation,
Reintegration, Rehabilitation and Reconstruction (4Rs) in
North
East Sri Lanka
|
The ILO, has since June 2004,
been a part of the Danida funded inter UN Agency initiative
on Repatriation, Reintegration, Rehabilitation and Reconstruction
(4R) targeting returning internally displaced populations in
3 districts in North East Sri Lanka. Within the 4R project,
the ILO implements projects in the following components:
Livelihoods and Income Generation
In collaboration with UNDP and UNICEF, the ILO has focused on
the provision of support to locally identified community based
skills training and the establishment of micro production centers
to stimulate local economic development. To date, more than
20 such centers have been established in collaboration with
community based organizations and range from community and home
farms to cattle and goat rearing, sewing centers and bakeries.
At the district level implementation is ongoing with strong
district NGOs partnerships, that link with and capacity build
the village level organizations - fisheries cooperatives, farmers
associations and mothers groups. The target is 900 beneficiaries
– women and children. The strategy, which introduces new
production equipment and training technologies to these communities
has received the support of the local authorities.
Community Infrastructure and Shelter
The ILO supported the development of training materials and
training programmes in the use of labour-based technologies
combined with cash for work as a suitable emergency response
to post crisis livelihood recovery. This has been undertaken
in collaboration with UNDP, the Road Development Authority and
the Intermediate Technology Development Group.
Local Governance and Capacity building
In collaboration with the ILO national JOBsNET project and selected
North East District Chambers of Commerce, a pilot labour market
data collection system is being developed to provide matching
of employable skills to the labour market needs of these areas.
The overall 4R project
is managed by an inter-agency project steering committee and
at the district level by a joint steering committee. The ILO
is a member of both. |
