International Seminar on Employment Fund Management
China has hailed it as an important joint effort to date between the Ministry of Human Resources and Social Security and the International Labour Organization. The 2-day International Seminar on Employment Fund Management was held in Beijing on 16-17 September 2008, to explore key issues including the best practices, and how to effectively allocate and manage employment fund. "The Chinese government places great importance in employment development", said Zhang Xiaojian, Vice Minister of MOHRSS. "We value the international experience from the experts to help China improve its employment fund management system." ILO Senior Specialist Ellen Hansen chaired a session on "Budget, Planning and Allocation of Employment Fund". The seminar also invited experts from the US and European Union to share their insights on the subject. "Decent work is fundamental to people's lives. The Chinese government places the expansion of employment in a prominent position in its economic and social development," according to Constance Thomas, Director of ILO Office for China and Mongolia. "But the promotion of employment is a never ending task which is constantly confronted with new challenges at the macro and micro levels." Remarks by Ms. Constance Thomas.

Represented by Ministry of Labour and Social Security, State Administration for Work Safety, China Enterprise Confederation and All-China Federation of Trade Unions, the Chinese constituents sat together with the ILO Beijing to review the ILO projects and activities in 2007. During the tripartite consultation, they also discussed the impact and indicators of the Decent Work Country Programme and achieved an overall plan for the activities in 2008.

High-level Meeting on the World Day for Safety and Health at Work
Senior government representatives, employers’ organizations, workers’ representatives and the WHO gathered today with the ILO and SAWS to discuss the progresses and challenges
of promoting safe and healthy workplaces for Chinese workers. All participants congratulated China on the ratification this year of the ILO Convention No. 155 on
Occupational Safety and Health, one of the core safety and health conventions. In her speech, the director of the ILO Ms.Constance Thomas welcomed that China had chosen
to use today’s event to focus on the mining industry.

ILO/OECD/MOLSS International Seminar on Local Economic Development
Experts on local economic development from the ILO and OECD met with Chinese government officials to help identify the best ways to make progress in promoting local employment initiatives in China. The purpose of the Seminar is to look at some of these experience and extract useful lessons that can be applicable to the Chinese context. The seminar is seeking to enhance the capacity of labour market policy to address the geographical dimension of employment, skills and economic development at local level. The discussion in the seminar will lead up to the preparation to kick-off the LED pilot projects expected in Ningxia and Chongqing.
