    Recommendation concerning Human Resources Development: Education, Training and Lifelong Learning

    The world of work is changing rapidly. Globalization will increasingly require reforms of the skills development systems in many countries. It is in this context that the ILO’s 92nd International Labour Conference recently adopted a new Recommendation on human resources development focussed on education, training and lifelong learning. The new Recommendation will assist member States develop the knowledge and skills of their workforces to improve competitiveness and productivity, while at the same time promoting social inclusion and decent work. The Recommendation also addresses key skills concerns faced by heavily indebted poor countries, such as the migration of skilled workers or "brain drain" and the need for innovative approaches to funding training.
