Social dialogue and the participation of social partners in the design, management, monitoring and assessment of public policies and national vocational training systems are means to provide training actions with more consistency and relevance regarding the actual requirements of procutive systems and the needs of the people who work. They are also a ruling method that contributes to increase sustainability and commitment in the actors involved in the results of the policies and actions they have contributed to design and perform.

Social dialogue on vocational training is built as a ruling principle of the most important ILO standards and instruments on the subject. Accordingly, Recommendation 195 (2004) concerning "Human Resources Development: Education, Training and Lifelong Learning" and the Conclusions on human resources training and development, adopted during the International Labour Conference in 2000, not only promote the strengthening of tripartite social dialogue on training at a natinoa, sectoral or local policy level, but also foster bipartite or autonomous initiatives taken by employers' and workers' organizations on the creation and management of training centres which cater for the specific needs of their stakeholders.

Latin America and the Caribbean have a wide experience in terms of social dialogue and participation in the field of vocational training. Indeed, most national training institutions have adopted a tripartite management model in their Boards or Directors' Councils since their foundation. Moreover, the experiences developed by Ministries of Labour regarding the design and implementation of training and employment policies usually take into account the most representative organizations of employers and workers in order to decide on the financing of training programmes with public funds.
