The National Vocational Promotion Service (SNPP) of Paraguay
was created by Law N° 253 of 1971 and modified by
Law N° 1265 of 1987.
The National Vocational Promotion Service (SNPP) is a technical
organism dependant of the Ministry of Justice and Labour. It
is in charge of the vocational training of Paraguayan workers
in the three sectors of the national economy.
It is constituted by a Council, a General Direction
and Management in three areas: Technical, Training Action and
Economical.
Its mission is to contribute to strenghthening
the production segments and to the full and sustainable development
of the country by promoting job training and citizenship, assistance,
production, information exchange and technology dissemination
training.
Its vision is to occupy a leadership
position in the country as a Training for the Job Institution,
internationaly renowned and technically innovating and results-based
management.
Its fundamental goals are: organization, promotion
and development of vocational training, qualifying workers (men
and women), preferably of age for their improvement in jobs
in all sectors of the economy, covering different levels of
the employment pyramid.
The SNPP carries out its actions taking, fundamentally,
into account the national development process, giving immediate
answers to the labour market in terms of training. Is in charge
of giving courses addressed to people of different levels and
sectors of the economy. It also offers support and assistance
to the productive sectors through training actions, further
training and vocational counselling addressed to youth and adults
with the purpose on the one side of providing and increasing
the occupational qualification of workers and on the other to
reduce the incidence of unemployment, together with the social
tensions that it causes.
