The Public Education Secretariat is an organism
with a national scope, created on September 25, 1921.
As established by the Reglamento
Interno de la Secretaría de Educación Pública
(Internal Regulation of the Public Education Secretariat dated
January 21, 2005) in its article Nº 1, the Public Education
Secretariat, as dependant of the Federal Executive Power, is
in charge of the performance of the authority and faculties
assigned by the Organic Law of the Federal Public Administration,
the General Law of Education and other laws, as well as regulations,
decrees, agreements and orders of the President of the Republic.
In its article 3 it also points out that the Secretariat
should carry out its activities according to the objectives,
strategies and priorities of the Plan
Nacional de Desarrollo (National Development Plan) and the
Programa
Nacional de Educación (National Programme of Education),
so as to achieve the targets of the programmes under its supervision,
as well as those of the programmes of the semi-official entities
coordinated by itself.
Its mission is to create the necessary
conditions to ensure the access of all Mexicans to a good quality
education, at the level and modality required and in the areas
demanded.
Its vision refers to the fact that Mexico
has an ample education system, articulated and diversified,
which offers education for the integral human development of
its population. The system is nationally and internationally
renowned for its quality and constitutes the fundamental axis
of the cultural, scientific, technologic, economic and social
development of the Nation.
The institutional values are: honesty,
responsibility, respect, compromise, integrity, leadership,
willingness to serve, discipline, and equity.
