SENAI Programme on Mobile Actions
Citizenship and entrepreneurship

The Mobile Actions Programme - PAM: turning exclusion and unemployment into citizenship and entrepreneurship is one of the most innovating social technologies developed by SENAI. A mobile school takes vocational education to the furthest places in the national territory in an efficient way and with reduced costs. Through these fast and efficient courses, whose methodology supports the transmission of big amounts of information, PAM trains professionals to act on their own or in a team, organised in cooperatives or in microenterprises.

Courses are free and they prepare people to carry out productive activities in an autonomous way, thus contributing to the generation of employment and income.
PAM's success can be explained to a large extent by the performance of Vocational Education Agents. That is why SENAI focuses on training their human resources and keeping them updated.

In PAM, knowledge is also easily transported since it is saved on CDs. Many resources for the improvement of teaching aids are always available to educators. In addition, all programme contents are constantly updated through the Database available on the Internet. This resource serves as a management support to the programme and it allows the exchange of experiences among managers, agents and the general coordination. In this way uniformity and quality in the activities developed across the country are guaranteed.

How does it work?

PAM is both a school and a mobile development agency. It functions based on the actions of the Vocational Education Agent, a specially trained teacher that carries out tasks as a stimulating educator and as a consultant to training in microenterprises. Apart from designing didactic support material, teaching, supervising and certifying, the Education Agent is in direct contact with the community, taking part in the whole transformation process and the adaptation to local needs.

To set up courses, communities offer spaces for the temporary use of PAM and teaching sets specially produced for each course. They are real offices arranged inside containers with all the necessary equipment and tools to learn an occupation. This enables communities that do not have schools to have access to well-equipped classrooms.

AM offers training solutions for the setting up of new microenterprises - both individual and cooperative - thus contributing to increase job generation and transform reality in the communities where it works.
