The Ecuadorean Occupational Training Service
(SECAP) is a technical and specialized institution with legal
status and administrative and financial autonomy. It is ascribed
to the Ministry of Labour and Human Resources.
It was created in October 3rd 1966, decree
1207 and has the main objective of intensive and accelerated
training of the manpower of middle management for industrial,
commercial and service activities.
The activities of SECAP are oriented to in-service-training
or to personnel apt to be in service. These activities are oriented
to the development of skills and the efficient performance of
concrete jobs in the specified sectors.
Functions:
- To offer accelerated training to middle management and qualify
manpower in the field of industry.
- To provide vocational training to active workers in their
competency areas
- To train instructors apt to work in the different training
centres of the country.
- To collaborate with the enterprises in the field in the
planning and execution of vocational training for workers.
- To offer refresher training to qualified personnel in order
to update their knowledge according to their job needs in
the field.
- To cooperate actively with the specialized departments of
ministries and public entities in issues related to statistics,
research, employment and human resources policies as well
as issues related to vocational training.
- To coordinate with the private sector statistical studies
and research related to vocational training.
