Background to the Programme
The ILO's involvement in the global response to HIV/AIDS started in 1988, when it held a joint consultation with WHO on AIDS and the workplace. In 1999 a tripartite meeting in Namibia, drafted a Platform for Action on HIV/AIDS in the Context of the World of Work in Africa (PDF 48K), which was then endorsed at the ILO's Ninth African Regional Meeting in Cote d'Ivoire. A Resolution concerning HIV/AIDS and the World of Work (PDF 75K) was adopted at the 88th Session of the International Labour Conference (June 2000) and the ILO Programme on HIV/AIDS was formally established in November 2000. The Programme developed a code of practice on HIV/AIDS and the world of work, which was adopted by the ILO Governing Body in June 2001. It was launched at the UN General Assembly Special Session on HIV/AIDS, New York, June 2001.
The ILO joined UNAIDS in October 2001. UNAIDS is the Joint United Nations Programme on HIV/AIDS. It was established in 1996 to expand and coordinate the UN system response to HIV/AIDS, and now brings together ten agencies as partners and cosponsors: UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UNESCO, WHO and the World Bank - plus the ILO. The ILO works closely with the UNAIDS Secretariat and individually with its fellow cosponsors.
