The International Training Centre of the International Labour Organization is based in Turin, Italy. Within the context of capacity building in social security, the social policy related learning programme of the Turin Centre has two main components:
- Social Security:
This component includes general and tailor-made workshops and courses and distance learning activities oriented to support the national capacity to design and administer social security schemes, with particular emphasis on improving management and on the role of tripartism. The core curriculum covers pension schemes, management of social security institutions, social health insurance, social assistance and social security financing. Advanced courses focus on quantitative techniques such as social budgeting and the modelling of social security schemes. Many courses include visits to study national social security schemes. The activities are taught regularly in English, French, Spanish and Arabic and eventually in Russian and Portuguese.
- Extension of Social Protection:
This component is oriented to strengthen the capacity to design, implement and evaluate policies. It covers topics related to:
(i)strategies to extend the coverage of formal social security schemes;
(ii)promotion of decentralized initiatives for the informal economy;
(iii)linkages between social security schemes and decentralized initiatives;
(iv)gender and social protection. The courses are taught in English, French and Spanish for ILO constituents, social security institutions, community-based organizations and other NGOs.
