This paper takes as its starting point the evidence that women occupy a disadvantaged status in relation to work opportunities when compared to men from equivalent social groups, and that they are also far more likely to be excluded from the sphere of social protection strategies. It is thought that female exclusion from such strategies is due to three main factors: an increasing casualization and feminization of the labour force, life cycle events, and gender-neutral effects that are likely to impact women more severely. A variety of successful social protection programmes and experiences are evaluated with the aim of recommending ways to extend social protection, in particular to women of working age. It is recommended that future efforts to extend social protection initiatives should take these factors into account. Furthermore, due to lack of data and comprehensive research, impact evaluations on the range of social protection programmes for women need to be conducted. (102116)

In the Maastricht and Amsterdam treaties, the EU Member States committed themselves to more active occupational health policies. The task of establishing workplace health promotion programmes in each of the Member States led to the idea of developing the European Network for Workplace Health Promotion. The network includes representatives of the occupational safety and health services of each of the 15 EU Member States as well as several other European countries. The activities of the network are coordinated by the German Federal Institute for Occupational Safety and Health (Bundesanstalt für Arbeitsschutz und Arbeitsmedizin). These ILO guidelines call for coherent policies to protect workers from occupational hazards. They present practical approaches and tools for assisting organizations, competent national institutions, employers, workers and other partners in establishing, implementing and improving occupational safety and health management systems, with the aim of reducing work-related injuries, ill health, diseases, incidents and deaths. At the national level, the guidelines provide for the establishment of a national framework for occupational safety and health (OSH) management systems, preferably supported by national laws and regulations. They also provide precise information on developing voluntary arrangements to strengthen compliance with regulations and standards, which, in turn, lead to continual improvement of OSH performance. Anecdotal evidence suggests that trade unions succeed in ameliorating workplace health and safety, but no attempt has been made to link specific workplace injury rates with a respective union presence. Based on the Workplace Employee Relations Survey 1998, this paper establishes a cross-sectional link between trade unions and occupational injury rates, revealing that unions gravitate to accident-prone workplaces and react by reducing injury rates. Only in situations where union density is above 80%, but without a closed shop, do unions assuredly fail at reducing accident rates. (106229)
