Advocacy activities
- EMP/POL created a website on the Programme and its activities.
- EMP/POL developed close working relationships with the UNDP, UNECE, World Bank, OECD, Council of Europe, a number of NGOs.
- EMP/POL has joined the relevant inter-agency and other frameworks on youth employment.
- EMP/POL made inputs to several ILO meetings e.g., GB paper, reviewed positively by the GB-ESP March 2003; Technical meeting on youth employment October 2004; made presentations at various ILO meetings; preparations for the General Discussion on Youth at the 2005 ILC and on ageing at the 2007 ILC.
- EMP/POL made technical and other inputs to outside conferences and other meetings.
- EMP/POL together with SOC/FAS has submitted a proposal for the agenda of the 96th Session (2007) of the International Labour Conference. The proposal, entitled "Employment and social protection in the new demographic context" (GB.292/2), will be discussed in the 292nd Session of the Governing Body (3-24 March 2005).
- EMP/POL works closely with the United Nations Programme on Ageing on issues related to the follow up and implementation of the Madrid International Plan of Action on Ageing (MIPAA), adopted at the Second World Assembly on Ageing (Madrid, 8-12 April 2002). Among the activities, we participate in inter-agency meetings organized by the UN Programme on Ageing and submit contributions to reports to assist the Commission for Social Development in its consideration of issues related to ageing. At the February 2005 session, the Commission, will address, among other agenda items, the implementation of the MIPAA focusing primarily on the issue of its review and appraisal.
- "Sustainable Aging Societies" Workshop, Madrid, 14-16 April 2004. EMP/POL together with SOC/FAS participated in the workshop "Sustainable Ageing Societies: Indicators for Effective Policy-Making" organized by the United Nations Economic Commission for Europe, Instituto de Migraciones y Servicios Sociales at the Ministerio de Trabajo y Asuntos Sociales (Madrid) and the European Centre for Social Welfare Policy and Research (Vienna). The attending experts identified appropriate indicators that could guide policy makers and other stakeholders in Europe and North America in their work towards fulfilling the commitments of the Regional Implementation Strategy for the Madrid International Plan of Action on Ageing that address the economic aspects of ageing (specifically commitments 1, 3, 4 and 5). The Regional Implementation Strategy for the Madrid International Plan of Action on Ageing 2002 was adopted at a regional Ministerial Conference on Ageing held in Berlin (11-13 September 2002). - EMP/POL together with SOC/FAS are members of a Task Force which guides the follow-up of the Regional Implementation Strategy of the MIPAA in the UNECE region. The task force has been created by the Austrian Federal Ministry of Social Security, Generations and Consumer Protection and is sponsored by the Austrian government. Together with SOC/FAS we participate in the Task Force Meetings.
- Tripartite Conference on employment policies, Buenos Aires, 12-13 September 2003.
At the request of the Government of Argentina, the Employment Sector in collaboration with the ILO Buenos Aires Office organized a Tripartite Conference on employment policies.
The Conference was participated by numerous officials from the Argentinean government, as well as from employers and workers organizations, including the Minister of Labour, Carlos Tomada for some of the presentations. The ILO team consisted of officials from EMP/STRAT, headed by Göran Hultin, Executive Director of the Employment Sector, and colleagues from ILO Offices in Buenos Aires and Lima.
The main objective of the meeting was to share experiences from European countries in the field of employment policies. Issues discussed during the two days included labour market flexibility and security, and the importance and role of labour market institutions in times of recession; the relationship between productivity and job tenure; current ILO research on the experience of transition countries which faced economic crises similar to Argentina; and a comparative view of the European Employment Strategy.
This highly participatory and well attended meeting was considered successful in meeting its objectives.
