Means of action to achieve poverty reduction: Services
 

Regarding technical cooperation the ILO has successfully developed a number of approaches for various target groups in different contexts, in particular making use of the Community-Based Training (CBT) Programme for (Self-) Employment and Income Generation methodology. Such approaches combine skills development with support services. A number of technical cooperation projects have been implemented in both rural and urban localities in Africa, Asia and transition countries. Technical cooperation projects in the area of skills development for poverty reduction aim to strengthen institutional capacities, emphasizing such aspects as women’s empowerment and, more generally, employment creation and the promotion of decent work. The adaptation of training materials to the local circumstances, involving local partners is crucial. Also, special care is given to training of trainers to enhance local capacities.
