Employment Services  
   
The focus in the area of employment services is derived from the two principal ILO Conventions concerning employment services: 1) Convention 88 on the Organisation of Employment Services (1948); and 2) Convention 181 on Private Employment Agencies (1997). Based upon these two ILO Conventions, the Programme has the following major roles:

  • To support the reform and modernization of public employment services
  • To promote decent work for temporary workers recruited and placed by private employment agencies
  • To promote and develop cooperation between public employment services and private employment agencies
Each of the three roles is implemented through the three ILO means of action: knowledge development, advocacy, and services. In these efforts the ILO works in close partnership with the World Association of Public Employment Services (WAPES) and the International Confederation of Private Employment Agencies (CIETT).
