The 94th (Maritime) Session of the International Labour Conference, which adopted the Maritime Labour Convention, 2006, also adopted a number of resolutions. Resolution IV, concerning the development of guidelines for port State control, requested that the Director-General of the ILO convene a tripartite expert meeting to develop suitable guidance for port State control officers. Resolution XIII, concerning the development of guidelines for flag State inspection, requested that the Director-General convene a tripartite expert meeting to develop suitable guidance for flag State inspection.
In accordance with a decision taken by the Governing Body at its 301st (March 2008) Session, the Tripartite Expert Meeting to Adopt Guidelines on Flag State Inspections under the Maritime Labour Convention, 2006 will be held from 15 to 19 September 2008. It will be followed (22 to 26 September 2008) by the Tripartite Expert Meeting to Develop Guidelines for Port State Control Officers Carrying out Inspections under the Maritime Labour Convention, 2006. Both meetings will be held at the International Labour Office in Geneva.
Composition
The Governing Body also decided on the composition of these meetings. It was agreed that each of the two tripartite meetings should be attended by ten Government experts, ten Employer experts nominated after consultation with the Employers’ Group and ten Worker experts nominated after consultation with the Workers’ Group.
The Governing Body has requested the Director-General to invite the Governments of Bahamas, Egypt, Greece, Japan, Republic of Korea, Marshall Islands, Panama, Philippines, Russian Federation and the United Kingdom to each nominate an expert to participate in the Tripartite Expert Meeting to Adopt Guidelines on Flag State Inspections under the Maritime Labour Convention, 2006.
The Governing Body also requested the Director-General to invite the Governments of Argentina, Brazil, Canada, China, France, Germany, Liberia, Nigeria, Norway and South Africa to each nominate an expert to participate in the Tripartite Expert Meeting to Develop Guidelines for Port State Control Officers Carrying out Inspections under the Maritime Labour Convention, 2006.
In the light of the discussion held during the 94th (Maritime) Session of the International Labour Conference, the Governing Body also decided that, in addition to these experts, the Governments of all ILO member States could attend either or both meetings, at their own expense, as participating observers, if necessary accompanied by advisers.
Purpose of the Meetings
These tripartite meetings fall within the ILO’s Sectoral Activities Programme, which strives to assist governments and employers’ and workers’ organizations to develop their respective capacity to recognize and deal fairly and effectively with the social and labour problems of economic sectors. Such meetings bring together a cross-section of government, employer and worker representatives from countries that are prominent or have a strong interest in a given sector. In line with the ILO’s strategic objectives, these meetings also aim to strengthen tripartism and promote social dialogue at the international level.
