Effective teaching and learning conditions

The ILO promotes the concept of decent work for all workers, including professional workers in the education sector. Teachers constitute the largest category of workers in the sector. The ILO/UNESCO Recommendation concerning the Status of Teachers sets international standards for hours of work, class sizes, and social security conditions for teachers.

The UNESCO Recommendation concerning the Status of Higher Education Teaching Personnel sets similar standards for terms and conditions of employment and social security provisions for higher education staff.

For more information on the changing nature of work in education and ILO recommendations concerning roles and responsibilities of school directors, teachers, and support staff to ensure new lifelong learning systems, see Lifelong learning in the twenty-first century: The changing roles of educational personnel and Conclusions of the ILO’s joint meeting on the subject.
