The Standing Orders and rules provide delegations and all persons participating
in the International Labour Conference, Governing Body or other meetings with
guidance on how to deal with the various procedural questions that may arise
in the course of their work. The Legal Adviser may be called upon to provide
interpretations on the Standing Orders of the International Labour Conference
and Governing Body and rules of other meetings.
- Standing Orders of the International Labour Conference
The Constitution of the ILO provides under article 17, paragraph 1, that the International Labour Conference shall regulate its own procedure. The Conference at its First Session (November 1919) adopted the first Standing Orders of the Conference, so that the delegates from forty countries present at that Session of the Conference could conduct discussions. The Standing Orders have been revised numerous times and, as needed, may be further revised through recommendations made by the Governing Body to the Conference. In such circumstances, the Conference establishes a Standing Orders Committee.

The Governing
Body is one of the three organs that comprise the International Labour Organization,
the other two being the International Labour Conference and the International
Labour Office. The Governing Body is a policy-making organ of the Organization.
Pursuant to article 7, paragraph 8, of the ILO Constitution the Governing Body regulates its own procedure. At its 294th Session (November 2005) the Governing Body approved the Compendium of rules applicable to the Governing Body, which is a consolidation in a single document of the existing rules by which it is governed.

The International Labour Organization convenes Regional Meetings pursuant to article 38, paragraph 1, of its Constitution. In principle, a Regional Meeting is held each year for one of the four regions according to the following order: Asia and the Pacific, the Americas, Africa and Europe. The powers, functions and procedures for Regional Meetings are governed by rules drawn up by the Governing Body that are submitted to the International Labour Conference for confirmation. The present Rules were adopted by the Governing Body at its 301st Session (March 2008) and confirmed by the Conference at its 97th Session (June 2008). It is accompanied by a revised Introductory Note (pdf 317 KB), which was originally adopted by the Governing Body at its 283rd Session (March 2002) and revised by the Governing Body at its 303rd Session (November 2008).
- Standing Orders for Sectoral Meetings
These Standing Orders apply to tripartite and joint sectoral meetings convened by the Governing Body. They are not intended to apply to meetings of experts, symposia or seminars - which operate without established Standing Orders. The Governing Body adopted the current Standing Orders at its 264th Session (November 1995).
- Standing Orders of the Joint Maritime Commission
The Joint Maritime Commission is convened by the Director-General with the approval of the Governing Body. The present Standing Orders were adopted by the Governing Body at its 107th Session (December 1948) and have been amended on numerous occasions.
