Strengthening social protection for ASEAN migrant workers through social security agreements

This report on strengthening social protection for ASEAN migrant workers through the conclusion of social security agreements is part of the ILO's Asian Regional Programme on the Governance of Labour Migration, financed by the European Commission.

The report examines social security agreements in general, including their objectives and the mechanisms used to achieve those objectives. It discusses the respective advantages and disadvantages of concluding bilateral agreements (those involving only two countries at a time) and multilateral agreements (those involving three or more countries). It also provides examples of best practices in the coordination of social security systems and summarizes the process for negotiating, approving and implementing a social security agreement.
