Programmes and projects

The ILO Country Office for the Philippines operates a wide range of programmes and projects. Details of each programme and project can be found below.

2011

  1. ILO/Japan Fund for Building Social Safety Nets in Asia and the Pacific (SSN Fund)

    15 June 2011 - 31 December 2024

    The SSN Fund aims to broaden the use of social safety nets through a wide range of projects to extend existing social security systems, promote occupational safety and health (OSH), develop human resources, strengthen labour inspection, eliminate forced labour and foster entrepreneurship. The Fund also responds to natural disasters by implementing crisis response activities in the affected areas to support disaster recovery.

  2. Programme on HIV and AIDS

    1 June 2011 - 31 December 2012

    People with HIV often suffer from stigma and discrimination. At the workplace, people with HIV often are denied basic employment rights, receive little or no social protection including health insurance coverage for HIV-related illnesses, and discriminated against by their employers and co-employees. HIV incidence rate in the Philippines is pegged at less than 1 per cent.

  3. Promoting Decent Work Across Borders: A Project for Migrant Health Professionals and Skilled Workers

    The International Labour Organization (ILO), with funding support from the European Union (EU), implements a programme called Promoting Decent Work Across Borders: A Project for Migrant Health Professionals and Skilled Workers.

  1. Green Jobs in Asia - Philippines

    1 December 2010 - 30 June 2012

    The International Labour Organization (ILO) works with Philippine counterparts to enhance capacities of workers’ and employers’ organization to contribute fully to the development and implementation of transition measures of green jobs at the national level, including policy frameworks such as the Decent Work Programme, the National Jobs Pact, the Medium-Term Development Plan of the Philippines and the National Climate Change Action Plan.

  2. Inter-Agency Programme to Nurture Peace, Security and Decent Work through Local Development in Conflict Areas of the Philippines (Bondoc Peninsula)

    Bondoc Peninsula of Quezon Province is locked in a time-warp. It appears quiet and bucolic until one looks deeper. There are few cows and sheep; commercial activity is rudimentary. Bondoc Peninsula has missed out on development in large part because of conflict.

  1. MDG-Fund Joint Programme on Ensuring Food Security and Nutrition for Children 0-24 Months Old in the Philippines

    2 November 2009 - 30 April 2013

    The International Labour Organization (ILO), in collaboration with other UN partner agencies, promote maternity protection in the workplace. This Joint Programme, with support from the Government of Spain through MDG achievement Fund, seeks to promote the advocacy and interventions that will create enabling environment and encourage women workers and nursing mothers to practice exclusive breastfeeding in the formal and informal workplaces in the three Joint Programmes cities in (a) Naga City; (b) Iloilo City; and (c) Zamboanga City.

  2. Towards a Child Labour-Free Philippines: Supporting the Philippine Programme Against Chilld Labour in Building on Past Gains and Addressing Challenges

    The International Labour Organization (ILO) works with local partners to combat child labour in the country through a US Government-funded project that looks at improving information management, consolidating partnerships, developing models and sustaining efforts to withdraw and prevent children from working.

  3. MDG Fund Joint Programme on Alternatives to Migration: Decent Jobs for Filipino Youth

    1 July 2009 - 31 January 2013

    Funded by the Government of Spain through MDG Achievement Fund, the International Labour Organization (ILO) together with other UN agencies IOM, UNICEF and UNFPA, supports the nation’s vision of a productive and competitive youth by exploring alternatives to migration.

  4. The Indigenous Peoples Development Programme (IPDP): Caraga Region

    15 June 2009 - 31 December 2013

    The ILO works with indigenous peoples through enabling policies that engage them in exercising a full range of rights, including those delineated in the Philippine Constitution, the Indigenous Peoples’ Rights Act (IPRA) and the nation’s medium-term development plans.

  5. Greener Business Asia

    1 June 2009 - 31 December 2014

    Building capacity to achieve greener workplaces and sustainable enterprises through worker-employer cooperation.

  6. Promotion of Equality and Decent Work for Women: Prevention of Human Trafficking, Protection of Domestic Workers and Capacity Building for Gender Equality

    31 March 2009 - 30 April 2010

    Funded by the Government of Norway, ILO works with social partners in supporting DWCP outcomes through a programme that has contributed to the prevention of human trafficking, the protection of domestic workers and capacity building for gender equality.

  7. ILO-EEC Return and Reintegration Project Going Back-Moving On: Economic and Social Empowerment of Migrants including Victims of Trafficking Returned from the EU and its Neighbouring Countries

    The International Labour Organization-European Economic Community (ILO-ECC) Project serves as the response of the ILO to the plight of Thai and Filipino migrants.

  1. MDG-F Joint Programme on Climate Change Adaptation: Climate Resilient Farming Communities in Agusan del Norte through Innovative Risk Transfer Mechanisms

    1 December 2008 - 30 December 2011

    The International Labour Organization (ILO) works with UN agency, local and national partners to help communities to access resources and reduce risk to disasters triggered by climate change. The project explores risk transfer mechanisms including revolving funds and insurance schemes, and assists farmers to diversify their livelihood base and reduce risk exposure.

2006

  1. Economic and Social Empowerment of Returned Victims of Trafficking in the Philippines and Thailand: The Philippine Component

    1 May 2006 - 31 May 2009

    The project aimed to contribute to the reduction of trafficking in children and women for sexual and labour exploitation in Asia, through support to a humane reintegration process of returned trafficked victims back to their countries of origin.

  2. Support to Poverty Reduction and Promotion of Human Rights among the Indigenous Peoples in the Philippines in the Context of Ancestral Domain Development and Protection (Lake Sebu)

    1 April 2006 - 31 December 2008

    The Embassy of Finland through its Local Cooperation Funds (LCF) agreed to support the ILO's three-year project covering Lake Sebu, South Cotabato, Mindanao. The project agreement was signed in April 2006. It was a continuation of the collaborative work to extend assistance to indigenous peoples (IPs) in the Philippines by the Embassy of Finland and the International Labour Organization (ILO) in 2000.

  3. The Indigenous Peoples Development Programme (IPDP): Lake Sebu, Philippines

    2 January 2006 - 31 December 2010

    Mindanao is known for its colourful indigenous cultural traditions and natural resources. The indigenous peoples of the T’boli and Ubo tribes make up 55 per cent of Lake Sebu’s population.

  1. Promoting Youth Employment in the Philippines (PYEP)

    1 June 2005 - 31 December 2007

    A Canadian International Development Agency (CIDA)-funded project that sought to facilitate the creation of employment opportunities for young women and men in the Philippines.

  1. Protecting Domestic Workers Against Forced Labour and Trafficking

    3 May 2004 - 31 December 2006

    Domestic work is common in the Philippines. Domestic workers are employed in private households, often isolated from their own families and networks. They sweep floors, wash dishes and care for children, but are hidden from the public, for the most part unregistered and poorly covered by labour laws and social protection schemes.

  1. Training for Rural Economic Empowerment (TREE)

    An ILO methodology for promoting socio-economic development in poor rural communities. It emphasis the central role of knowledge and skills in modern day employment growth and competitiveness and, thereby, also the crucial role of training as part of an integrated package of actions to create new economic and employment opportunities for the poor, the unemployed and the otherwise disadvantaged. It is a tool for poverty reduction not just poverty alleviation.

  2. Strategies and Tools Against Social Exclusion and Poverty (STEP)

    1 January 2003 - 1 June 2005

    The STEP project aimed to provide better quality of life to informal economy workers and their families through better access to health care.
