Island-wide consultations on the Batas Kasambahay (Domestic Workers Law)

Public consultations on the rules and regulations of the Batas Kasambahay (Domestic Workers Law) were held nationwide. According to the Department of Labor and Employment, the Kasambahay Law fulfills the Philippine obligation to enact a national legislation in compliance with ILO Convention 189 Concerning Decent Work for Domestic Workers.

Public consultations on the rules and regulations of the Batas Kasambahay Law (Domestic Workers Law) were held nationwide.

“The Kasambahay Law fulfills the Philippine obligation to enact a national legislation in compliance with ILO Convention 189 Concerning Decent Work for Domestic Workers,” said Secretary Rosalinda Baldoz of the Department of Labor and Employment (DOLE).

The DOLE led the island-wide consultations, under the 90-day period given to come up with Implementing Rules and Regulations (IRR) on the recently enacted landmark law, Republic Act 10361: An Act Instituting Policies for the Protection and Welfare of Domestic Workers.

“This is part of the DOLE strategy to raise the level of public’s knowledge on the salient provisions of the law which aims to provide adequate welfare and social protection to household service workers. These meetings will be conducted with the purpose of soliciting more inputs, comments, and recommendations from the stakeholders, and more importantly, the public,” Baldoz said.

Town-hall type of consultations, Regional Tripartite Industrial Peace Council and island-wide multistakeholders consultations were conducted in Mindanao on 22 March, Visayas on 10 April and Luzon on 12 April. DOLE Regional Offices also completed public consultations within their respective areas. Comments and recommendations were also solicited online from the general public through the DOLE website.

“We are gathering everybody’s inputs related to the implementing rules and regulations of the Kasambahay Law because we want to be well-balanced; that the rights of both the kasambahay and the employer are being observed and respected. We are expecting that this law will create a harmonious working relationship between them,” said Baldoz.
