CEB Toolkit country level application

The Toolkit has been adapted to be used at country level to assist UN Country Teams, national constituents and stakeholders, and other development partners to mainstream employment and decent work in national development frameworks. A checklist for use specifically at country-level was developed.

The Toolkit has been adapted to be used at country level to assist UN Country Teams, national constituents and stakeholders, and other development partners to mainstream employment and decent work in national development frameworks. A checklist for use specifically at country-level was developed.

By promoting policy coherence and programme convergence the Toolkit contributes to the UN reform goal of “delivering as one”. The 2010 Guidelines for UN Country Teams on Preparing a CCA and UNDAF which are developed by the UN Development Group recommend using the Toolkit as an analytical tool for the UNDAF preparation.

At country level, the Toolkit can be used to:

    assess how the development assistance/programming framework (such as UNDAFs, PRSPs or One UN programme) impacts directly or indirectly on employment and decent work outcomes, and how to optimize these outcomes;

    share knowledge, practical experience and lessons learnt for promoting employment and decent work;

    determine strategic division of labour and strategic collaboration based on respect for respective agency mandates and competencies, and promote coherent and mutually supporting multidisciplinary and multisectoral approaches to effectively deliver as One UN on employment and decent work.

Where has the Toolkit been used?

The Toolkit has been used in several countries but the way it has been implemented has varied depending on the country context and stakeholders involved in the process. In some countries it was used through the national planning process, in others through the CCA and UNDAF process, and in some cases through individual agencies.

Activities were carried out in Serbia, Vietnam, Tanzania and Argentina with funds from the EC’s DG for Employment, Social Affairs and Equal Opportunities as part of a technical cooperation project to develop the CEB Toolkit within the Decent Work Campaign.

How to mainstream decent work at country level?

Various tools have been developed to assist the mainstreaming process at country level:

    A guidance note was developed to compile the experience and lessons learnt of mainstreaming decent work at country level using the CEB Toolkit. It offers practical support to ILO staff who will be involved directly in mainstreaming employment and decent work outcomes at country level using elements of the CEB Toolkit.

    A brochure aimed at Resident Coordinators was developed to introduce the ILO’s work and the concept of decent work.

    A brochure on green jobs was also developed in collaboration with the Green Jobs Programme to provide guidance to UN Country Teams on integrating the concept in the development of joint programmes and UNDAFs.
