This Journal is focussing on drawing lessons from a few transition experiences in order to analyse how successfully (or not) these processes were managed in the past and how future transitions might be handled in a just manner. The guideline provides an overview of the process undertaken in developing the current International Labour Migration Statistics (ILMS) Database in ASEAN, identifies outstanding gaps in the international work in this area, and presents a number of recommendations for improving data collection and collaboration on international labour migration in ASEAN. It seeks to serve as a reference for future data collection efforts in ASEAN and beyond – in building and sustaining unilateral as well as other regional databases. In validating, annotating, and gathering together the quantitative findings from the relevant surveys and administrative records produced in ASEAN, the ILMS Database fills an important knowledge gap for national and regional policy-makers and for the broader research community.
