GAIN is a network of policy research institutions and experts that analyses social and employment-related outcomes of greening policies. It assists ILO constituents into undertaking green jobs assessments based on nationally build macroeconomic models. Thereby, it offers a effective tool and evidence base in guiding policy-making.

A standardized methodology allows GAIN analysing the labour market implications of going green by quantifying existing green jobs, estimating green jobs potentials and jobs lost under various policies and investment scenarios. This analysis allows countries to foresee the opportunities and risks to reshape their economic and labour policies and investment decisions to maximize employment gains.

GAIN aims to provide a common pool of expertise and standardized but country-level calibrated macroeconomic employment projection models. It is framed with two main objectives:

• Building and improving knowledge on quantitative and analytical methodologies and tools relevant for the assessment of employment dimensions of greening policies
• Sharing knowledge and building capacity for country assessments as well as regional and global assessments by involving partner institutions.

Green jobs assessments permit to better understand the impact of greening policies over direct, indirect or induced employment, the gross and net effect on jobs, skills and income distribution and options available to put in place policies including social safeguards and social protection. In most cases, such information cannot be made available to governments and social partners in the absence of thorough and empirical assessments.
