Capacity building for migration management in China

The ‘Capacity Building for Migration Management in China’ Project is co-implemented by the International Organization for Migration (IOM) and the International Labour Organization (ILO) in close partnership with the Ministry of Foreign Affairs, Ministry of Human Resources and Social Security, and the Ministry of Public Security of the People's Republic of China. This project is principally financed by the European Commission, with co-funding from the Italian Ministry of Interior and the United Kingdom Border Agency. The project seeks to promote cooperation between China and the EU in field of migration through the exchange of expertise, information and personnel. The components of the project include raising awareness of the risks associated with irregular migration.

Background

The action aims to stem illegal Chinese migration to the European Union, mainly by providing assistance to Chinese authorities and other pertinent agencies through means which have already been identified in previous cooperation programmes of International Office for Migrations (IOM) and ILO. Chinese partners, in growing cooperation activities with ILO and IOM over the past two years, have already identified the need for

(i) an improved law and policy framework
(ii) better application of existing law and regulations
(iii) registration and licensing of recruitment agencies involved in overseas migration
(iv) clear identification of the competence and responsibility of different Government agencies at both national and provincial levels
(v) greater awareness at the community level, particularly in high-risk regions, of the dangers of illegal migration.

Objectives

Overall objectives

    To contribute to the reduction of illegal migration from, into and through the People's Republic of China, including to the European Union.

    To support the enhancement of the national capacity for migration management in the People's Republic of China.

    To contribute to building a sustainable and viable network of partnerships and cooperation in the area of migration between the administration of the People's Republic of China and European Union Member States.

    To increase mutual understanding and knowledge of respective approaches to migration and migration management between the People's Republic of China and the European Union

Specific objectives

To enhance capacity in the People's Republic of China to combat illegal migration through:

    Improving the technical, administrative and legislative capacities of officials dealing with migration at national and provincial levels.

    Promoting mechanisms for co-operation and the exchange of expertise between migration management personnel in the European Union Member States and Chinese administrations.

    Strengthening the monitoring capacity of the People's Republic of China administration towards recruitment agencies operating in the People's Republic of China.

    Addressing the demand side of illegal labour migration through information exchange between European and Chinese business operators in European Union.

    Informing potential migrants about the realities of illegal migration.
