Ukraine ratifies the major Social Security Convention of the ILO
During the 105th session of the International Labour Conference, Ukraine became the 53rd ILO Member State to ratify Convention No. 102 on minimum standards of social security - the key international instrument defining a comprehensive and adequate social security system.
On June 6, 2016, Mr Pavlo Rosenko, Vice Prime-Minister of Ukraine, deposited the instrument of ratification of the Convention on Social Security (Minimum Standards), 1952 (No. 102) with the Director-General of the International Labour Organization (ILO), Mr Guy Ryder. Upon receiving the instrument of ratification, Mr Ryder stressed that “by accepting the Convention in all its nine Parts covering all major social risks, Ukraine made an important step forward in guaranteeing the level of social protection along the principles of social solidarity, accessibility, adequacy and financial sustainability. The ratification should also help the country achieve the priorities of the newly adopted Decent Work Country Programme for Ukraine for the period 2016-2019.”
In his statement, Mr. Rosenko mentioned in particular that his Government was “grateful to the ILO for the assistance provided in the preparation of ratification by Ukraine of Convention No. 102. Ratification of this key Convention provides a firm legal basis for strengthening the social protection system in Ukraine in conditions of economic crisis and external threats. It encourages closer coordination of our efforts with the ILO and other organizations of the UN system, attaching a strong social dimension to our international cooperation. It also provides an opportunity, through the UN global initiative for establishing national social protection floors along the lines of ILO Recommendation No. 202, to put the national dialogue on these issues on a solid foundation of international social security standards.”
Adopted in 1952, Convention No. 102 is the international standard which influenced the worldwide development of social security from the second part of the XXth century onward. Its ratification is actively promoted by the ILO with an objective to increase the number of ratifying countries to 60 by the ILO’s centenary in 2019. Its continuing importance was most recently reaffirmed upon the adoption in 2012 of the Social Protection Floors Recommendation No. 202, which calls for the establishment of the basic social security guarantees for all in need and their gradual development into a comprehensive and adequate national social security system built along the lines of Convention No. 102.
