    In accordance with the terms of reference of the Standards Review Mechanism Tripartite Working Group (SRM TWG), the Governing Body is invited to note the report of the sixth meeting of the SRM TWG which reviewed five instruments on social security and to take decisions on recommendations arising from it as well as on arrangements for its seventh meeting in 2022 (see the draft decision in paragraph 6).

    High-level evaluations of strategies and Decent Work Country Programmes

    This document presents a summary of the findings and recommendations of three independent high-level evaluations conducted during 2021. Part I pertains to the ILO’s strategy and actions for promoting fair and effective labour migration during the period 2016–20. Part II covers the ILO’s gender equality and mainstreaming efforts during the period 2016–21. Part III concerns the ILO’s programme of work in Bangladesh, Nepal, Sri Lanka and Pakistan, including its Decent Work Country Programmes. The Governing Body is invited to endorse the recommendations and request the Director-General to ensure their implementation (see draft decision in paragraph 142).

    Proposal for the funding of postponed 2020–21 meetings in the biennium 2022–23

    This document contains a proposal on the use in 2022–23 of funds unspent in 2020–21 to cover the costs of meetings postponed from the current to the next financial exercise, and seeks endorsement from the Governing Body to refer the request to the International Labour Conference at the resumed part of its 109th Session (November–December 2021) for approval (see the draft decision in paragraph 9).

The Governing Body is invited to provide guidance on the proposed plan of action (see draft decision in paragraph 28)

    The global call to action for a human-centred recovery from the COVID-19 crisis that is inclusive, sustainable and resilient, adopted by the International Labour Conference at the first part of its 109th Session (June 2021), declares that “The ILO […] must play a leadership role with its constituents and in the international system in advancing a human-centred recovery from the COVID-19 crisis that is inclusive, sustainable and resilient. Through focused and accelerated implementation of the ILO Centenary Declaration, it will strengthen its support of Member States’ recovery efforts and leverage the support of other multilateral organizations and international institutions while contributing actively to the efforts of the United Nations system to expedite delivery of the 2030 Agenda.” This document presents, for the consideration of the Governing Body, the follow-up actions that the Office could undertake to support its constituents effectively in their national recovery strategies and to strengthen international support and policy coherence to pursue a human-centred recovery from the COVID-19 pandemic (see the draft decision in paragraph 40).

    This document presents a proposal for CINTERFOR’s Programme and Budget for 2022–23. The Governing Body is invited to approve the income and expenditure estimates of the CINTERFOR extrabudgetary account for 2022–23, as set out in Appendix I (see the draft decision in paragraph 31).

    Report of the fourth meeting (Part I) of the Special Tripartite Committee established under the Maritime Labour Convention, 2006, as amended (19–23 April 2021): Report of the Chairperson to the Governing Body, in accordance with article 16 of the Standing Orders of the Special Tripartite Committee

    As required by the Standing Orders of the Special Tripartite Committee (STC), the Chairperson of the fourth meeting of the STC (Part I, 19–23 April 2021), presents her report on the working of the Convention. The Governing Body is invited to: take note of this report; appoint the Chairperson of the STC for a three-year period; approve the establishment of a Joint ILO–IMO Tripartite Working Group to identify and address seafarers’ issues and the human element; take decisions on recommendations concerning 39 maritime labour instruments, including their classification, possible withdrawal or abrogation, and practical follow-up (see the draft decision in paragraph 15).

    The Governing Body is invited to provide guidance on the instruments that would be covered in the General Survey to be prepared by the Committee of Experts on the Application of Conventions and Recommendations (CEACR) in 2023 for discussion at the International Labour Conference in 2024 (see the draft decision in paragraph 27).

    Annual evaluation report 2020–21

    This document provides the Governing Body with a progress report on the work of the ILO’s Evaluation Office covering the reporting period 2020–21, as measured against the indicators and targets in its results-based Evaluation Strategy 2018–21. It also looks at the ILO’s overall effectiveness and includes findings on what lessons are being learned in terms of the ILO’s response to the COVID-19 crisis and its contributions to the Sustainable Development Goals. The Governing Body is invited to endorse the recommendations in this report (see the draft decision in paragraph 95).

    Human Resources Strategy for 2022–25: Diversity, accountability and respect

    This document presents the Human Resources Strategy for 2022–25, which takes into account the guidance provided by the Governing Body at its 341st Session (March 2021) on the progress made in the implementation of the Human Resources Strategy 2018–21. The Human Resources Strategy for 2022–25 aims at ensuring a workforce of the highest standards of competence, efficiency and integrity, with due regard being given to the Action plan for improving the diversity of the ILO workforce (GB.337/PFA/11), including in terms of gender and geographical diversity, and also addressing underrepresentation, experience relevant to the three constituent groups and opportunities for youth and young professionals. The Governing Body is invited to comment on and endorse this Human Resources Strategy for 2022–25 (see the draft decision in paragraph 49).
