The Governing Body is invited to take note of the reports of four meetings held in the second half of 2015 (see section I) and an interim report of the Joint ILO–UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel (CEART), to authorize their communication as well as the publication of the Guidelines on flag State inspection of working and living conditions on board fishing vessels, and to endorse the proposals made in section III in relation to sectoral meetings to be held in 2016 and early 2017 (see the draft decision in paragraph 22).

The Governing Body is invited to consider the proposals formulated in this document and to request the Office to take the necessary follow-up action (see draft decision in paragraph 16).

The Report describes the manner in which the Committee of Experts undertakes its work, the extent to which member States have fulfilled their constitutional obligations in relation to international labour standards, and draws the attention to issues of general interest arising out of the Committee’s work. It also includes observations concerning particular countries that cover the sending of reports, the application of ratified Conventions, and the obligation to submit instruments to the competent authorities.
