    This document reports on progress made within the context of the programme of development cooperation in the occupied Arab territories. In light of the impact of the enduring occupation and the troubling rise in violence and tension on the Palestinian labour market, the Governing Body is invited to: (i) take note of the persistent high levels of unemployment, reduced prospects for decent jobs and prominent risk to livelihoods for Palestinian workers, particularly disadvantaging women and young people (ii) support the actions of the Office in boosting employment outcomes and promoting social protection through its Decent Work Programme; and (iii) take note of the need for interventions that demonstrate transformative progress and support longer-term employment solutions (see the draft decision in paragraph 30). In Rev. 1 of 29 October, the decision point was updated.

    Sectoral meetings held in 2023 and proposals for sectoral work in 2024–25

    The Governing Body is invited to authorize the publication of the records of proceedings of the three meetings held in the first half of 2023; to authorize the publication of the policy guidelines for the promotion of decent work in the agri-food sector (section I); to endorse the proposals in relation to global sectoral meetings for the first to third quarters of 2024 (section II); and to authorize the respective follow-up actions (see the draft decision in paragraph 28).

    Work plan on the strengthening of the supervisory system: Review of the arrangements to allow for optional voluntary conciliation and other measures introduced on a trial basis concerning the operation of representations submitted under article 24 of the ILO Constitution and consideration of proposals to streamline reporting under article 22

    This document covers two items in the work plan on the strengthening of the supervisory system, which the Governing Body decided to review following a trial period. First, the report reviews the experience with optional voluntary conciliation, which was introduced on a trial basis concerning the operation of the procedure for the examination of representations submitted under article 24 of the ILO Constitution. In particular, it analyses data on the evolution of article 24 representations, explores the current functioning of the optional voluntary conciliation procedure and assesses the use of this procedure during the trial period. The document also evaluates other measures introduced to strengthen the article 24 representation procedure. Second, the document reports on progress made on the measures taken to streamline reporting under article 22 of the Constitution. In particular, it evaluates the pilot project on the establishment of baselines for the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187), which was launched in January 2019. It also sets out further proposals for the streamlining of article 22 reporting. These proposals follow informal consultations held with governments in May 2023 as well as external research commissioned on the issue.

    Programme and Budget for 2022–23: Regular budget and Working Capital Fund

    This paper provides information on the position of 2022–23 income and expenditure as of 30 September 2023 together with the status of contributions by Member States at this date. In accordance with established practice, the paper also proposes that the Governing Body authorize its Chairperson to approve transfers between items in the budget, should this be necessary, in order to close the financial period prior to the next session of the Governing Body (see the draft decision in paragraph 11).

    Proposals for the format of future ILO regional meetings

    This document proposes three scenarios for future ILO regional meetings that allow outcomes comparable to those of the current format to be achieved in a cost-effective manner, taking into account the different views expressed and guidance provided by the Governing Body at its 347th Session (March 2023) (see the draft decision in paragraph 19). In version Rev.1 of 17 October, minor corrections have been made to the figure on page 6 and the table on page 8.
