    Update on the headquarters building renovation project

    This paper provides information on the current status of, and developments with regard to the renovation of the ILO headquarters building since the 331st Session (October–November 2017) of the Governing Body. It also provides a comprehensive update on the estimated cost and potential financing for the unfunded phase 2 of the project, including through the development of vacant ILO land (see draft decision in paragraphs 40–42).

    The Standards Initiative: Implementing the workplan for strengthening the supervisory system - Progress report

    Report on progress, following consultations with the tripartite constituents, to implement the revised workplan for the strengthening of the supervisory system. The document presents concrete options concerning the actions prioritized for examination by the Governing Body – operation of the article 24 procedure (action 2.2); the streamlining of reporting (action 3.1); and the potential of article 19, paragraphs 5(e) and 6(d) (action 4.3) – and seeks guidance on actions concerning a regular conversation between the supervisory bodies (action 1.2); codification of the article 26 procedure (action 2.1); and further steps to ensure legal certainty (action 2.3) (see draft decision in paragraph 72). NOTE: In the revised version, some references to other parts of the text have been corrected in the draft decision (paragraph 72).

    Matters relating to the Administrative Tribunal of the ILO - Withdrawal of the recognition of the Tribunal’s jurisdiction by one organization and cessation of activities of another organization

    This paper provides information about changes in the membership of the ILO Administrative Tribunal following the cessation of activities of the Agency for International Trade Information and Cooperation (AITIC) and the withdrawal of the recognition of the Tribunal’s jurisdiction by the Intergovernmental Organisation for International Carriage by Rail (OTIF). The Governing Body is invited to take note of the termination of the membership of these organizations and confirm that they will no longer be subject to the Tribunal’s competence as from the date of the Governing Body decision (see the draft decision in paragraph 8). NOTE: In the revised version changes have been introduced in paragraph 7 and appendix III has been added.

    The document provides detailed information on options for a voluntary peer-review mechanism of national employment policies as requested by the Governing Body at its 328th Session, in October 2016. The Governing Body is invited to provide guidance and to take a decision on which of the four options proposed by the International Labour Office should be implemented (see the draft decision in paragraph 32).     Follow-up to the discussion on the protection of Employers’ and Workers’ delegates to the International Labour Conference and members of the Governing Body in relation to the authorities of a State of which they are a national or a representative

    This document proposes a revised draft Conference resolution amending Annex I of the 1947 Convention on the Privileges and Immunities of the Specialized Agencies based on prior discussions at the 325th (October–November 2015), 326th (March 2016) and 328th (October–November 2016) Sessions of the Governing Body. The aim of revising Annex I is to grant limited immunities to Employers’ and Workers’ delegates to the International Labour Conference and Regional Meetings, as well as to Employer and Worker members of the Governing Body with a view to protecting their independence and the unhindered discharge of their official functions in the ILO in relation to the authorities of a State of which they are nationals or of which they are or have been representatives. The Governing Body is invited to approve the draft resolution in Appendix I for submission to the next session of the International Labour Conference (see the draft decision in paragraph 11).

    Decent work for sustainable development

    This document surveys some existing challenges to sustainable development, how these affect the world of work and the resilience of societies and how the ILO is contributing to address them. It will provide the basis of the ILO’s input to the 2018 UN High-Level Political Forum (HLPF) discussion on the theme “transformation towards sustainable and resilient societies” and the selected Sustainable Development Goals (SDGs). The Governing Body is invited to discuss how the ILO’s work supports the realization of those SDGs, with a view to the preparation of the ILO’s contribution to the HLPF discussion in July 2018 (see draft decision in paragraph 61).

    This document presents an overview of the tobacco sector and challenges in promoting decent work in it; an integrated strategy to address decent work deficits in the sector; and information on resources and implementation modalities in support of the integrated strategy. The Governing Body is invited to consider the integrated strategy and to request that the Director-General implement it, taking into account the discussion by the Governing Body (see the draft decision in paragraph 42).

    Results of the implementation of the ILO Action Plan for Gender Equality 2016–17, and outline of the subsequent ILO Action Plan

    This paper summarizes the implementation results of the ILO Action Plan for Gender Equality 2016–17 and sets out the proposed elements for the subsequent ILO Action Plan, including several new indicators along with revised ones contained in the UN-SWAP 2.0. The Governing Body is invited to provide guidance on the finalization and implementation of the ILO Action Plan for Gender Equality 2018–21, including with respect to monitoring and reporting. It is also invited to request the Director-General to take into consideration its guidance in pursuing the ILO’s mandate to promote gender equality in the implementation of the ILO Strategic Plan and the corresponding programme and budgets, and in facilitating extra-budgetary resources (see the draft decision in paragraph 23).

    Reform of the United Nations: Implications for the ILO

    The reform of the United Nations development system (UNDS) is likely to have important implications for ILO activities at global, regional and country levels. Further to the decision taken at the 329th Session regarding the implementation of the 2016 Quadrennial Comprehensive Policy Review (QCPR) resolution, it is therefore proposed that the Governing Body discuss the UN Reform Agenda and most particularly the proposals for reform contained in the UN Secretary-General’s report “Repositioning the United Nations development system to deliver on the 2030 Agenda: our promise for dignity, prosperity and peace on a healthy planet” submitted on 20 December 2017. If adopted by the Economic and Social Council (ECOSOC) and the UN General Assembly, these proposals would require close consideration by the Governing Body. This paper summarizes the proposals and highlights some of the possible implications for the Organization. The actual scope and extent of the reform measures will become clearer only as intergovernmental negotiations advance over the coming months. The paper should be read in conjunction with the Secretary General’s report.
