Women’s and Youth Empowerment in Rural Tunisia - An assessment using the Women’s Empowerment in Agriculture Index (WEAI)

The “Women’s and Youth Empowerment in Rural Tunisia” study uses, for the first time in the Arab world, the Women’s Empowerment in Agriculture Index (WEAI) to investigate the topic of gender equality. The study employs a large-scale survey of rural, semi-urban and urban Tunisia to map levels of empowerment among women and young people between the age of 18 and 30. The overall objective of the project is to provide new measurement tools and data to policymakers and organisations to allow them to better design, target, monitor and evaluate initiatives aiming to empower women and young people across Tunisia.

Social Protection for Indigenous Peoples

Indigenous and tribal peoples’ disproportionate representation among the poor and limited access to social protection are linked to their low levels of participation in decision-making. Social protection programmes may not sufficiently take into account their cultural integrity and ways of life. Guaranteeing at least a basic level of social protection, a social protection floor for all, including indigenous men, women and children, represents an essential component of national strategies for sustainable development. This brief highlights the importance of social protection for indigenous peoples and provides ways for ensuring a rights-based framework for promoting social protection for indigenous men, women and children.

UNIPP 2.0 The UN Indigenous Peoples' Partnership - Delivering as One at the Country Level to Advance Indigenous Peoples' Rights (CONCEPT NOTE FOR PHASE II - 2017-2022)

The purpose of this concept note is to lay the foundations for the second phase of the United Nations Indigenous Peoples’ Partnership (UNIPP). UNIPP is acknowledged as an important mechanism to promote indigenous peoples’ rights in the outcome document of the World Conference on Indigenous Peoples as well as the System-Wide Action Plan on the Rights of Indigenous Peoples (SWAP), which specifically emphasizes UNIPP’s potential to advance UN system-wide coherence on indigenous issues at the country level. In order to identify the conditions required to maximize UNIPP’s transformational potential, this concept note looks back to the UNIPP experience to date (outlining relevant results and lessons learned) but also forward, to the measures that will be required for the Partnership to operate effectively in a new development landscape. Particular attention is paid to linkages with Agenda 2030 and the Paris Agreement under the UN Framework Convention on Climate Change.

Working conditions of indigenous women and men in Central Africa: an analysis based on available evidence

Drawing on previous ILO research as well as a number of other available sources, this paper provides an analytical overview of key issues faced by indigenous peoples in the world of work in the Central African region. Highlighting ILO and United Nations instruments that seek to promote and protect the rights of indigenous women and men, the paper points to several measures to make these rights more effective for them, including improving data availability, protecting indigenous peoples’ rights to land and natural resources, and adopting special measures to overcome discrimination against them.

Promoting youth employment and empowerment of young women in Jordan: An assessment of active labour market policies

The ILO Taqeem “Impact Report” series disseminates research reports from Taqeem-supported employment assessment and impact evaluations. The goal is to improve the evidence base for “what works” in the effective design and implementation of integrated employment policy responses for youth and women’s employment. Taqeem is a partnership with the International Fund for Agricultural Development (IFAD) as part of an IFAD-financed project titled “Strengthening gender monitoring and evaluation in rural employment in the Near East and North Africa”.

Cash transfer programmes, poverty reduction and women’s economic empowerment: Experience from Mexico

This working paper on cash transfers in Mexico presents the impact of a major national cash transfer programme on health, education, income, poverty, labour force participation, time use and bargaining power of women at the household and community level. Its results point to evidence that most of these gender-related interventions have focused on breaking the inter-generational cycle of poverty, particularly for disadvantaged girl children, but have been weaker in promoting women’s economic empowerment through employment or sustainable livelihoods. It also highlights the challenge of enhancing women’s economic empowerment with targeted actions aimed at reducing women’s time poverty and redistributing unpaid care responsibilities between women and men and between families and the State. This working paper is a joint publication of the Gender, Equality and Diversity Branch in the ILO Conditions of Work and Equality Department and the ILO Social Protection Department.
