An internal review of the quality and use of ILO market system and value chain analyses

Short description

In 2014, the ILO undertook a critical review into the quality of its value chain analysis reports. The idea was to see how ‘systemic’ they were. The report found that most analyses stopped at mapping core value chain performance and only five per cent got deep enough into the market system to look into supporting functions or rules. Almost five years later, we re-ran the review on a new sample of value chain and market systems analyses, and expanded the scope to look at both those commissioned by the ILO and those where the ILO had collaborated with external partners. This review not only looked at the quality of the reports but also the factors that affect the likelihood that their analyses would be used.
