Grants all persons the right to work in an occupation of their choice, and to improve their skills without discrimination on the basis of sex, social class, beliefs or religion. Prohibits all forms of forced labour, and provides for the right to strike in accordance with the law. Covers a broad range of labour matters including trade apprenticeship and training; the form and content of employment contracts and collective agreements; conditions of employment; social security and occupational health and safety. Specific provisions apply to women, young workers and disabled persons. Special terms are established for foreign organizations or individuals operating in Vietnam, foreigners working in Vietnam, and Vietnamese citizens working overseas. Requires that "the trade unions of the province" establish provisional trade union organizations at all enterprises currently operating without a trade union organization. Activities of such provisional trade union organizations shall be determined by the Government in conjunction with the Trade Union Federation of Vietnam. Sets out procedures for the resolution of individual and collective labour disputes.

1. A license to open a private clinic is only given to a Yemeni Doctor in the main province that a Ministerial Order is issued in on the condition that the doctor is specialized in his domain and has the proper license to practice his work.
2. the Doctor needs to have at least two years of experience in his domain in order to get a license to open a clinic in remote provinces.

Prime Minister's Order No. 391, 2003 on the Executive Procedures of the Cabinet Order No. 224, 2003 on the Approval of the Agreement of the Final Clearance and the End of the Privileged Relationship Agreement Between the General Authority for the Free Zones and the Yemeni Company for International Investment and Development Ltd. (Yemenfest) related to Terminating the Agreement on the Development of the Free Zone in Aden, Validated By Presidential Decree No. 114, 1996 and the Selection of an Alternative Company to Manage Each of the Two Container Ports and the Industrial Zone.

The Order provides for conditions to operate containers in the port and the management of the industrial zone according to international standards (i.e. specialized international consultancy companies, the world Bank and the E.U.). It also invites specialized companies to apply for managing the port in the free zone in Aden.
