    This Law provides for the sanctioning of administrative violations and administrative handling measures. Administrative violations are any faulty acts which are committed by an individual or organization in violation of the State Management Law but does not constitute a crime and therefore must be administratively sanctioned in accordance with the law.

    On the date that this Law comes into force, the Ordinance on the Handling of Administrative Violations (No. 44/2002/PL-UBTVQH10 of July 2, 2002) and its amendments shall cease to have effect except the provisions concerning the application of the measure of consignment to reformatory, education institution or medical treatment establishment which continue to be effective through to December 31 2013.

    Prescribes the establishment, management, organization, and operation of limited-liability companies, joint-stock companies, partnerships and private enterprises. The State shall recognize ownership over assets and shall not nationalize or expropriate enterprises (s. 4). S. 8 requires businesses to ensure rights of workers as prescribed by labour legislation.

Part 2 contains provisions relating to property and ownership rights. Part 3 relates to civil obligations and civil contracts, civil liability, mortgages, civil contracts, liability for damages (including damage caused by workers and trainees). Chapter III regards obligations and performance of acts without authorisation. Part 4 covers inheritance; Part 5 land rights, and Part 6 concerns intellectual property rights and technology transfer.
