    Introduces wording changes and new paragraphs to article 2 (general concepts); rephrases article 3 (Persons not qualifying to international protection or not in need of it). Supplements the law with new article 3 (1) (Principles of work with persons seeking abodes and with refugees). Changes the wording of article 5 (Competencies and cooperation of state administrative bodies), article 6 (Procedure of application and consideration of application for recognition of persons seeking asylums as refugees) also supplementing it with a new paragraph and part 16, article 11 (Procedure of recognition persons seeking asylum as refugees). Changes the titles of article 8, which now reads: "Basis for the refusal to grant the status of refugee to a person seeking an asylum"; article 9 -as follows: "Consequences of refusal to grant the status of refugee"; article 10 -as follows: "Rights and duties of persons seeking asylum and of their family members"; article 13-as follows: "Termination of the refugee status and its deprivation"; also making wording changes in the those articles.
    Also makes minor wording changes to articles 12, 14, 15.

Also lists the fundamental rights, freedoms and duties of foreign citizens in Tadjikistan (inter alia, labour activity, rest, health care, social security, education), conditions of entry into and exit from the Republic, and matters relating to the reduction of their stay and deportation.
